In October 2019 more than a million Chileans took to the streets to demand greater equality and better public services. At least 30 people died in protests that lasted for weeks. To restore calm, Chile’s leaders increased social spending and agreed to a process to rewrite the constitution adopted under Augusto Pinochet, a dictator who ruled from 1973 to 1990. Members of a constitutional convention elected in May this year, many of them leftists and political neophytes, have begun drafting a charter that could transform the country.

Until recently it looked likely that Chile would elect a new president who shares the protesters’ goals. For months Gabriel Boric, a 35-year old former student leader allied with the Communist Party, was the front-runner in a presidential election whose first round takes place on November 21st. Mr Boric would put the presidential palace on the side of the protesters and their allies in the constitutional convention. He would scrap the model for public services introduced by the Pinochet regime, which gives private providers a large role. He would forgive all student debt, abolish private pension funds and make public transport  free and green. Children as young as 14 would be able to change their gender on documents; schools would be equipped with condom dispensers; “at least” 1% of jobs in the public sector would be reserved for trans people. 2019년 10월에 백만의 Chile인들이 거리로 뛰쳐나와서 보다 많은 평등과 보다 더 좋은 공공서비스를 요구하였다. 수 주일 동안 계속된 항의시위에서 적어도 30명이 사망하였다. 안정을 회복하기 위하여 Chile의 지도자들은 사회적 지출을 증액하고 1973년에서 1990년 Chile를 통치하였던 독재자 Augusto Pinochet가 채택하였던 헌법을 개정하는 절차에 동의하였다. 금년 5월에 선출된 입헌회의 구성원들은, 이들 중 많은 사람들이 좌파이고 정치신인들인데, 나라를 변형시킬 수 있는 헌장을 起草(기초)하기 시작하였다. 최근까지 Chile는 항의시위자들의 목표를 공유하는 새로운 대통령을 선출할 것 같았다. 수개월 동안 공산당과 동맹하고 있는 35세의 前 학생지도자 Gabriel Boric이 11월21일에 1차 실시되는 대통령 선거의 선두 주자였다. Boric은 입헌회의에서 항의시위자들과 그들의 동맹자들 편에 대통령의 자리를 걸 것이다. 그는 Pinochet 정권이 도입한 공공서비스 모델을 지워버릴 것이다. 그 모델은 민간 서비스 공급자들에게 큰 역할을 부여하는 것이다. 모든 학생들의 부채를 탕감해주고 민간 연금기금을 폐지하고 대중교통을 무료화하고 녹색(탄소배출 절감)으로 할 것이다. 14세 이하의 아이들은 서류만으로 性(성)을 바꿀 수 있을 것이다. 학교에는 콘돔자판기가 설치될 것이다. 공공분야 일자리의 “적어도” 1%는 성전환자들게 할당될 것이다. Boric은 적어도 6년 이내에 GDP의 8%까지 세금을 인상할 것이다.

* 해설:

공산당 정권을 무력으로 전복시키고 정권을 잡은 Pinochet 장군은 정치적으로는 독재를 하였지만 경제정책은 미국에서 교육받은 경제전문가들의 조언에 따라 실행하였다. 그는 사회불안을 획책하는 좌파들을 무자비하게 탄압하면서 경제건설에 전념하여 남미의 여타 국가들처럼 경제적으로 후진적이든 Chile를 선진국 문턱까지 끌어 올렸었다.

오늘날 Chile는 남미에서 경제적으로 가장 잘 나가는 나라이다. 그런데 이런 Chile의 경제가 민주화 이후 득세한 좌파들의 선동과 대중영합주의 정책으로 다시 위기에 처해 있다. 사회주의 병에 걸려 Venezuela처럼 망조가 들고 있다. 국민들이 공짜를 좋아하고 공짜를 당연시할 만큼 더럽게 타락하고 있는 것이다. 영혼이 병든 국민은 선진경제를 이룩하기가 힘들고 설혹 선진부국이 되더라도 다시 후진경제로 전락하기 마련이다.
