Let us go back to Nogales. As we noted earlier, many aspects of culture are the same north and south of the fence. Nevertheless, there may be some marked differences in practices, norms, and values, though these are not causes but outcomes of the two places' divergent development paths. For example, in surveys Mexicans typically say they trust other people less than the citizens of the United States say they trust others. But it is not a surprise that Mexicans lack trust when their government cannot eliminate drug cartels or provide a functioning unbiased legal system.

The same is true with North and South Korea, as we discuss in the next chapter. The South is one of the richest  countries in the world, while the North grapples with periodic famine and abject poverty. While "culture" is very 

different between the South and the North today, it played no role in causing the diverging economic fortunes of these two half nations. The Korean peninsula has a long period of common history. Before the Korean War and the division at the 38th parallel, it had an unprecedented homogeneity in terms of language, ethnicity, and culture. Just as in Nogales, what matters is the border. To the north is a different regime, imposing different institutions, creating different incentives. Any difference in culture between south and north of the border cutting through the two parts of Nogales or the two parts of Korea is thus not a cause of the differences in prosperity but, rather, a consequence.

Nogales로 돌아가 보자. 앞에서 언급한 것처럼 많은 문화적 양상은 울타리 남북에서 동일하다. 그럼에도 불구하고 관행과 규범과 가치에 있어서 현저한 차이가 있을 수도 있다. 이러한 차이는 갈라진 발전 행로의 원인이 아니고 결과이지만. 예를 들어서 조사에 의하면 멕시코인들은 미국 시민들이 타인들을 신뢰한다고 말하는 것보다는 전형적으로 타인들을 덜 신뢰한다고 말한다. 정부가 마약카르텔을 제거하지 못하고 제대로 기능하는 법률시스템을 제공하지 못하기 때문에 멕시코인들이 신뢰성이 부족한 것은 놀랄 일이 아니다.

다음 장에서 논의하고 있지만 남북한에도 같은 현상이 있는 것은 사실이다. 북한이 주기적인 기아와 절대빈곤과 고투하고 있는 반면에 남한은 세계에서 가장 부유한 나라들 중의 하나이다. 오늘날 남북한 사이의 “문화”는 매우 다른 반면에 문화가 이들 두 반쪽 국가의 경제적 운명을 갈라놓도록 하는 데는 어떠한 역할도 하지 않았다. 한반도는 장기간의 공동역사를 가지고 있다. 한국전쟁과 38선 분단 전에는 한반도는 언어와 인종과 문화에 있어서 전례가 없는 동질성을 가지고 있었다. Nogales에서처럼 중요한 것은 국경이다. 북쪽으로는 다른 제도를 부과하고 다른 인센티브를 창조하는 다른 정권이 있다. 그래서 Nogales의 두 지역이나 한국의 두 지역 사이를 자르며 관통하는 국경의 남과 북 사이에 있는 어떠한 문화적 차이도 번영에 있어서 차이의 원인이 아니고 오히려 결과이다.

* 해설:

65년 전 한국은 인도는 물론 아프리카보다 더 가난했었다. 그러나 지금은 부자 나라들인 유럽연합보다 더 부유하다. 2011년 11월12일자 영국의 이코노미스트誌는 다음과 같이 보도했었다.

<참혹한 전쟁으로 황폐화된 1960년의 한국은 아프리카의 가장 가난한 지역과 동일한 국민소득을 가진, 세계 최빈국 중 하나였다. 2011년 말에는 한국은 구매력평가(PPP)로 계산하여 국민 소득이 3만 1750달러가 되면서 평균 3만 1550달러인 유럽연합보다 더 부유하게 될 것이다. 한국은 한 세대 이내에 개발 원조를 받던 나라에서 부국(富國)이 된 유일한 나라이다. 한국은 대부분의 빈국(貧國)에 성장 모델이 된다. 너무 커서 모방할 수 없는 중국이나 대만, 싱가포르, 홍콩보다도 더 훌륭한 모범이 된다. 이들 세 나라는 한국보다 부유하지만 모두 예외에 속한다. 싱가포르와 홍콩은 도시국가이고, 대만은 주권 문제 때문에 독특한 경우에 속한다.〉

자유민주주의-시장경제 제도의 설계도를 만든 이승만 대통령과 이 설계도에 따라 선진부국 건설에 신명을 바쳐 성공한 박정희 대통령이 없었더라면 이런 꿈같은 기적이 가능했을까? 대한민국이 유럽보다 더 잘사는 나라가 될 줄은 상상이나 할 수 있겠는가? 이 나라에 간디나 네루가 아닌 이승만과 박정희를 보내주신 하늘에 감사드린다.
