Those in the South obtain a good education, and face incentives that encourage them to exert effort and excel in their chosen vocation. South Korea is a market economy, built on private property. South Korean teenagers know that, if successful as entrepreneurs or workers, they can one day enjoy the fruits of their investments and efforts; they can improve their standard of living and buy cars, houses, and health care.

In the south the state supports economic activity. So it is possible for entrepreneurs to borrow money from banks and financial markets, for foreign companies to enter into partnerships with South Korean firms, for individuals to take up mortgages to buy houses. In the South, by and large, you are free to open any business you like. In the North, you are not. In the South, you can hire workers, sell your products or services, and spend your money in the marketplace in whichever way you want. In the North, there are only black markets. 남쪽의 10대들은 좋은 교육을 받고 노력을 해서 그들이 선택한 직업에서 뛰어나도록 권장하는 인센티브를 가지게 된다. 남한은 사유재산 위에 세워진 시장경제국가이다. 남한의 10대들은 기업가로서 혹은 근로자로서 성공하면 언젠가는 투자와 노력의 열매를 향유할 수 있다는 것을 알고 있다. 즉 그들은 그들의 생활수준을 개선할 수 있고 자동차와 주택과 의료보장을 누릴 수 있다는 것을 알고 있다.

남쪽에서는 국가가 경제활동을 지원하고 있다. 그래서 기업가들은 은행과 금융시장에서 자금을 빌릴 수 있고, 외국회사들은 한국회사와 합작을 시작할 수 있고, 개인들은 집을 사기 위하여 저당을 할 수 있다. 남한에서는 대체로 원하는 사업을 개업할 자유가 있다. 북한에서는 그렇지 않다. 남한에서는 근로자를 고용할 수 있고, 제품이나 용역을 판매할 수 있고, 자기가 원하는 방식대로 장터에서 돈을 쓸 수가 있다. 북한에서는 암시장뿐이다. 이들 상이한 규칙들이 남북한 사람들이 그에 따라 살아가야하는 제도이다.

* 해설:

공산주의 소련이 붕괴되었을 때 국영집단농장은 해체되고 땅은 다시 개인소유가 되었다. 그러자 자본주의국가 러시아는 제정 러시아 때처럼 다시 유럽의 곡물창고가 되었고 그때처럼 다시 세계 최대 식량수출국 중의 하나가 되었다. 국민들은 적어도 양식만은 걱정 없이 배부르게 먹고 살게 되었다. 국민 개개인에게 경제적 자유를 주면 이런 기적이 일어나는 것이다.

중국도 마찬가지이다. 아직도 토지의 개인 소유는 금지되어 있지만 농민은 국가에서 토지를 임대하여 자기 책임 하에 농사를 짓는다. 그래서 중국도 식량부족국가에서 탈출하게 되었다. 중공시대처럼 굶어죽는 농민이 없게 되었다. 농민들에게 경제적 자유를 주니 이런 기적이 일어난 것이다. 북한농민에게도 토지소유권을 주면 적어도 대량아사만큼은 막을 수 있을 것이다.

개인의 경제활동에 국가의 간섭을 최소화하고 자유를 최대화하는 것이 경제발전의 비결이다. 인간은 집단보다는 자신을 위해서 일할 때 최선을 다하기 때문이다.
