The situation north of the 38th parallel was different. Kim Il-Sung, a leader of anti-Japanese communist partisans during the Second World War, established himself as dictator by 1947 and, with the help of the Soviet Union, introduced a rigid form of centrally planned economy as part of the so-called Juche system. Private property was outlawed, and markets were banned. Freedoms were curtailed not only in the marketplace, but in every sphere of North Koreans' lives―except for those who happened to be part of the very small ruling elite around Kim Il-Sung and, later, his son and successor Kim Jong-Il.

It should not surprise us that the economic fortunes of South and North Korea diverged sharply. Kim Il-Sung's command economy and the Juche system soon proved to be a disaster. Detailed statistics are not available from North Korea, which is a secretive state, to say the least. Nonetheless, available evidence confirms what we know from the all-too-often recurring famines: not only did industrial production fail to take off, but North Korea in fact experienced a collapse in agricultural productivity. Lack of private property meant that few people had incentives to invest or to exert effort to increase or even maintain productivity. The stifling, repressive regime was inimical to innovation and the adoption of new technologies. But Kim Il-Sung, Kim Jong-Il, and other cronies had no intention of reforming the system, or changing economic and political institutions. North Korea continues to stagnate economically.

38도선 이북의 상황은 달랐다. 2차 세계전쟁 중 반일 공산 빨치산의 지도자였던 김일성은 1947년경에는 독재자로서의 자리를 잡고 소련의 지원을 받아서 소위 주체시스템의 일부로서 엄격한 형태의 중앙 계획경제제도를 도입하였다. 사유재산은 박탈당했고 시장은 금지되었다. 자유는 시장에서 뿐 아니라 북한 사람들 삶의 모든 분야에서 축소되었다―김일성과 그의 아들 겸 후계자인 김정일 주변의 극소수의 지배 엘리트가 된 사람들 외에는.

남한과 북한의 경제적 운명이 심하게 分岐(분기)하게 되었다는 것은 놀랄 바가 되지 않는다. 곧 김일성의 명령경제와 주체시스템은 재앙이라는 것이 판명되었다. 아무리 줄잡아 이야기 하여도 비밀국가인 북한으로부터 세부적인 통계는 구할 수가 없다. 그럼에도 불구하고 이용 가능한 증거는 너무나 빈번하게 반복되고 있는 기아로부터 우리가 알게 된 것을 확인해준다. 즉 산업생산이 도약하는데 실패하였을 뿐 아니라 사실상 북한은 농업생산성의 붕괴를 겪었다는 것이다. 숨이 막힐 듯이 억압적인 정권은 혁신과 새로운 기술의 채택에는 적대적이었다. 그러나 김일성과 김정일과 다른 도당들은 시스템을 개혁하거나 경제적, 정치적 제도를 변경할 의도는 전혀 없었다. 북한은 경제적으로 계속 停滯(정체)하고 있다.

*해설:

자유민주주의 서독은 공산동독보다 훨씬 더 부유하였다. 북베트남보다 남베트남이 더 잘 살았다. 남미에서 가장 부유한 나라들에 속하던 베네수엘라는 공산국가가 되면서 가장 가난한 나라 중 하나로 전락하였다. 자유민주주의 한국은 공산북한보다 2020년 현재 25배나 더 부유하다. 공산주의 악령이 지배하는 나라는 예외 없이 거지가 된다. 자유도 없는 전체주의적 독재국가가 된다.

해방 후 북한을 강점한 김일성과 그 일당이 공산주의자가 아니고 자유민주주의자들이었다면 오늘날 북한 지역은 세계 최악의 거지-깡패나라가 되어 있지는 않을 것이다. 북한 동포들도 빵도 자유도 없는 수용소 국가에서 빈곤과 압제에 허덕이며 비참하게 살고 있지는 않을 것이다.
