백악관이 한국과 일본에 대한 확장억제 공약에 대한 흔들림 없는 의지를 확인했습니다. 미한일 3자 협력을 개선하고 심화하는 방법도 모색할 것이라고 밝혔습니다. 조상진 기자가 보도합니다.

존 커비 백악관 국가안보회의(NSC) 전략소통조정관은 19일 미국이 한국과 일본에 대한 확장 억제 공약에 전념하고 있음을 분명히 했습니다.

[커비 조정관]“I want to get back to your key point, the key point of your question, which is extended deterrence. And as you saw when President Yoon visited Washington, D.C., the President, in the context of that state visit, we made clear that we take those responsibilities seriously for the Republic of Korea, we take them seriously for Japan as well.”

커비 조정관은 이날 VOA 뉴스센터의 단독 인터뷰에서 확장억제와 관련한 질문에 “윤 대통령이 워싱턴을 방문했을 때 볼 수 있었듯이 우리는 한국을 위해 그 같은 책임을 진지하게 받아들이고 있음을 매우 분명히 했다”고 밝혔습니다. 이어 일본에 대해서도 마찬가지라고 덧붙였습니다.

앞서 미한 정상은 지난달 백악관에서 열린 정상회담에서 북한의 핵 위협에 대한 확장억제를 강화하는 방안을 골자로 한 워싱턴 선언을 발표한 바 있습니다. 커비 조정관은 3국 정상들이 긴밀한 협력을 이어가고 있다는 점도 거론했습니다.

[커비 조정관]“These are two leaders that President Biden knows very well and has had multiple opportunities to engage with personally, and of course, even over the phone. And he's very grateful to the strong leadership of both Prime Minister Kishida here in Japan and President Yoon in South Korea for the work that they've done to improve their bilateral relations, and to work in a cooperative way on their own defensive capabilities. Japan has put forward a new national security strategy which really gives them a stronger voice and presence here in the Indo-Pacific in terms of regional security. And President Yoon helped author a new Indo-Pacific strategy that the Republic of Korea put out that dovetails nicely with our national security strategy.”

커비 조정관은 조 바이든 대통령이 한일 정상들을 매우 잘 알고 있으며 개인적으로, 또 전화상으로 여러 차례 관여의 기회를 가졌다고 말했습니다. 이어 “바이든 대통령은 양국 관계를 개선하고 자국의 방어 역량에 대해 협력적 방식으로 노력한 기시다 후미오 일본 총리와 윤석열 한국 대통령의 강력한 지도력에 매우 감사하고 있다”고 말했습니다.

그러면서 일본이 인도태평양 내 역내 안보 측면에서 더 강력한 목소리와 존재감을 제공하는 새 국가 안보 전략을 제시한 것을 예로 들었습니다. 아울러 윤 대통령은 미국의 국가 안보 전략과 잘 부합하는 한국의 새 인도태평양 전략을 수립하는 데 도움을 줬다고 강조했습니다.

커비 조정관은 미한일 3국 정상의 좋은 관계를 다시 한번 강조하며 “바이든 대통령은 이를 잘 활용해 3자 협력을 개선하고 심화할 수 있는 방법을 모색할 것”이라고 말했습니다. 커비 조정관은 ‘미국이 핵군축과 역내 핵 억제력 확대라는 상반되는 두 목표를 어떻게 조화시킬 것이냐’는 질문에는 다시 한번 한국과 일본 등 동맹에 대한 미국의 책임을 강조했습니다.

[커비 조정관]“It is important that America's strategic deterrent, and the umbrella that that provides to our treaty allies like Japan, like the Republic of Korea, remains in place, remains credible, remains modernized, remains capable. We take those responsibilities very, very seriously. At the same time, the President has throughout his entire public life wanted to see nuclear Non-Proliferation Treaty and agreements abided by, and, and to see that we can, that we never approach the possibility of a nuclear war because as he said, it shouldn't be fought and can't be won.”

커비 조정관은 “미국의 전략적 억제와 한국, 일본과 같은 조약 동맹국에 제공하는 핵우산이 신뢰할 수 있고 현대적이며 우수한 역량을 그대로 유지하는 것이 중요하다”고 강조하며 “우리는 이러한 책임을 매우 진지하게 받아들인다”고 말했습니다.

동시에 “바이든 대통령은 공직 생활 내내 핵확산금지조약(NPT)과 합의들이 지켜지기를 바랐고, 우리가 핵전쟁의 가능성에 결코 접근하지 않기를 바라왔다”고 설명했습니다. 그러면서 핵군축과 핵 억제력 구축은 둘 다 모두 중요하며, 그런 측면에서 러시아가 신전략무기감축협정(New START·뉴스타트)을 중단하겠다고 주장하는 데 대해 미국이 비판하는 것이라고 지적했습니다.

뉴스타트는 지난 1991년 7월 미국과 구소련 간 핵탄두와 대륙간탄도미사일(ICBM) 등의 감축에 합의한 전략무기감축협정의 후신으로, 지난 2019년 중거리핵전력조약(INF)이 공식 파기되면서 미국과 러시아 간 남아 있는 유일한 핵 통제 조약입니다. 지난 2021년에 5년 연장됐으며 오는 2026년 2월 4일 만료 예정인데, 앞서 블리디미르 푸틴 러시아 대통령은 지난 2월 국정연설에서 뉴스타트 참여 중단을 선언하고 곧 이어 관련 입법을 통해 이를 확정한 바 있습니다.
