한국 정부가 남북 통신선 복원을 계기로 평화 프로세스를 재가동하려는 의지를 보이지만, 워싱턴은 임기 말 문재인 정부의 남북관계 개선 시도에 큰 의미를 두지 않는 분위기입니다. 한국이 남북 정상회담을 추진한다면 북한에 이용만 당할 공산이 크고 미-북 대화의 물꼬를 트기에도 역부족이라는 지적이 나옵니다. 백성원 기자가 보도합니다.

미국 정부에서 대북 전략 수립에 관여해 온 전직 관리들은 미-북 대화를 촉진하기 위한 한국의 역할은 이미 한계에 부딪혔고, 남북 정상이 또 한 번 마주 앉는다고 해도 한국이 얻을 수 있는 실익은 없다고 진단했습니다.

단절됐던 남북 통신선이 413일 만에 복구되고 지난 4월부터 남북 정상이 여려 차례 친서를 교환한 사실이 알려지면서 한국에서는 정상회담 개최에 대한 기대감까지 나왔지만, 북한의 이런 움직임은 문재인 정부를 이용해 양보를 얻어내고 미-한 동맹의 틈을 벌리려는 전형적인 수법일 뿐이라는 지적입니다.

전직 관리들은 특히 한국 정치권에서 조심스럽게 남북 정상회담 가능성이 흘러나오는데 대해, 추가 회담이 열려도 문재인 대통령을 앞세워 미국을 상대하려는 김정은 북한 국무위원장의 전략에는 변함이 없고, 대북 정책에 있어 바이든 행정부와 결이 다른 임기 말 문재인 정부 역시 제공할 당근이 없다고 진단했습니다.

국무부 비확산·군축담당 특별보좌관을 지낸 로버트 아인혼 브루킹스연구소 선임연구원은 VOA에 남북 정상회담의 효용성은 “북한이 한국과의 통신선을 복원하고 김여정을 통해 미-한 연합군사훈련이 남북관계 개선을 가로막을 것이라고 경고한 동기가 무엇인지에 달려있다”고 말했습니다.

[로버트 아인혼 브루킹스연구소 선임연구원]“The answers…depend on North Korea’s motivation for two recent actions: the restoration of key communications links with the South and Kim Yo-jong’s warning that upcoming US-ROK joint military exercises could block improvement of inter-Korean relations. Do these actions mean that Pyongyang’s desperate economic situation compels the North to seek assistance from Seoul and perhaps also engagement with the United States? Or are they part of a strategy designed to exploit Moon Jae-in’s eagerness to improve North-South relations in order to get him to show greater independence from the United States, including by urging Washington not to conduct the military exercises or engage in other activities the North would consider threatening?”

“절박한 경제 사정 때문에 한국에 도움을 청하고 미국과의 관여를 모색할 수밖에 없게 된 것인지, 아니면 연합훈련 등 북한에 위협이 될 만한 활동을 중지시키기 위해 남북관계 개선에 대한 문재인 대통령의 간절함을 이용하려는 것인지 따져봐야 한다”는 설명입니다. 아인혼 연구원은 “만약 후자라면, 김정은은 추가 정상회담을 문 대통령을 독려해 미-한 공조의 틈을 벌리고, 핵 문제에 진전이 없는데도 북한에 이로운 남북 프로젝트를 독자적으로 추진하게 만드는 수단으로 보는 것”이라고 평가했습니다.

[로버트 아인혼 브루킹스연구소 선임연구원]“If the second explanation is correct, then Kim Jong Un may see another summit with President Moon as a way of encouraging him to distance the ROK from its US ally and to independently pursue inter-Korean projects advantageous to the North even in the absence of progress on the nuclear issue. If that is the case, and Kim Jong Un remains resistant to engagement with the US, President Moon’s ability to bring the North to the negotiating table with the United States will be very limited.”

그러면서 “그런 상황이라면 김정은은 미국과의 관여를 계속 거부할 것이고, 북한을 미국과의 협상 테이블로 유도하려는 문 대통령의 역량 또한 상당히 제한될 것”이라고 내다봤습니다.

앞서 김여정 북한 노동당 부부장은 지난 1일 남북관계 정상화를 시도하는 한국 측에 ‘미한연합훈련 중단’을 요구했습니다. 한국에서 남북 정상회담이 여론화하는 데 대해선 “섣부른 억측과 근거 없는 해석은 도리어 실망만을 가져올 수 있다”고 선을 그었습니다. 그러자 한국 여당인 더불어민주당 내부에선 60여 명의 의원이 연판장을 돌리며 연합훈련 연기를 요구했습니다.

전문가들은 임기 말 남북 관계 개선에 주력하려는 문재인 정부의 정책 기조를 약한 고리로 보는 김정은 정권이 앞으로도 계속 이 부분을 집중적으로 공략할 것으로 전망했습니다. 현시점에서 한국이 ‘중재자’ 역할에 계속 미련을 갖고 북한의 요구를 수용할수록 한국의 입지와 협상력은 물론 남북대화의 가치도 떨어질 수밖에 없다는 회의적 시각입니다.

에반스 리비어 전 국무부 수석부차관보는 “문재인 정부의 임기가 끝나가면서, 북한은 한국이 어떤 대가를 치르더라도 북한과의 관계 개선을 갈망한다고 여기며 이를 이용하려 할 것”이라고 분석했습니다.

[에반스 리비어 전 국무부 동아태 수석부차관보]“Meanwhile, the term of the Moon administration is drawing to a close. This may convince Pyongyang that South Korea is not only eager, but desperate, to improve relations with the North at almost any price. Pyongyang will try to exploit this.”

이어 “추가 정상회담에 대한 관심과 이것이 남북관계와 핵 문제 진전으로 이어질 것이라는 기대를 이해한다”면서도 “북한 정권이 남북관계 개선에 관심을 두거나 그런 노력을 기울일 것이라고 믿을 만한 이유가 없다”고 평가했습니다. “오히려 북한은 사실상의 핵보유국으로 남는 데 주력하고 있으며, 이런 상황은 핵 문제 진전 가능성을 거의 불가능하게 만들고 있다”는 설명입니다.

[에반스 리비어 전 국무부 동아태 수석부차관보]“I understand the interest in another summit and the possibility that it could lead to progress in South-North relations and the nuclear issue. However, there is nothing in North Korea's position that gives us reason to believe that Pyongyang has any interest in or commitment to improved progress in South-North ties. On the contrary, Pyongyang is clearly committed to remaining a de facto nuclear weapons state, which makes the prospect for progress on the nuclear issue almost impossible.”

또한 비핵화 협상 방향과 제재 수위 등 바이든 행정부의 대북 정책에 영향을 끼치기 어려운 문재인 정부의 한계도 남북 정상회담의 효용성을 떨어뜨린다는 지적이 나옵니다.

백악관 국가안보회의 아시아 선임보좌관을 지낸 마이클 그린 전략국제문제연구소(CSIS) 선임부소장은 “문 대통령의 ‘화상 정상회담’ 추진은 더 많은 지원을 얻으려는 북한 정권의 전술적 변화를 보여주지만, 전략적이지는 않다”고 지적했습니다.

[마이클 그린 CSIS 선임부소장]“I think President Moon’s “virtual summit” reflects a tactical shift by Pyongyang to acquire more aid, but I don’t think it is strategic.”

그린 선임부소장은 “문재인 정부는 바이든 행정부에 성 김 국무부 대북특별대표 임명을 설득했지만, 북한과의 대화에 시동을 걸기 위해 연합군사훈련을 중단하거나 대북 지원을 제공하는 것과 같은 중대한 타협을 하도록 미국을 설득하는 데는 더 큰 어려움을 겪을 것”이라고 내다봤습니다.

[마이클 그린 CSIS 선임부소장]“The Moon government convinced the Biden administration to appoint Sung Kim as our envoy, but I think Seoul will have a harder time convincing Washington to make major compromises (like ending military exercises or providing aid) to jumpstart talks.”

실제로 미국 국무부는 단호한 대북제재 이행 원칙을 고수하고 있고, 국방부 존 커비 대변인도 “한국으로부터 훈련 중단 요청을 받은 바 없다’고 밝혔습니다.

리비어 전 수석부차관보는 “미국은 비핵화 의지가 없는 북한에 양보를 제공할 생각이 없고, 북한도 한국에 대한 안보 공약을 포기할 리 없는 미국의 관심사에 호응할 리 없다”며 “이런 교착 상태가 조만간 해소될 것이라고 믿을 이유가 없다”고 설명했습니다. 그러면서 “북한 정권도 이런 사실을 잘 알고 있고, 이런 상황을 바꾸기 위해 문재인 대통령이 할 수 있는 일은 거의 없다”고 말했습니다.

Washington has no interest in providing concessions in light of North Korea's lack of interest in denuclearization. At the same time, Pyongyang has no desire to accommodate Washington's concerns, since the United States will not abandon its commitment to South Korea. As a result, there is an impasse in U.S.-DPRK relations. There is little reason to believe that this impasse will be resolved soon. Pyongyang fully understands that. There is little that President Moon can do to change this dynamic.”

미 국무부와 국가정보국장실 선임자문관을 지낸 로버트 매닝 애틀랜틱카운슬 선임연구원은 임기 말까지 한반도 평화 프로세스 진전을 위한 남북 대화 필요성을 강조하는 문 대통령을 끝없이 반복되는 현실에 갇힌 그리스 신화 속 인물에 비유했습니다. 문재인 정부의 남북 정상회담 추진은 “신들을 기만한 죄로 반복해서 굴러 내리는 바위를 끊임없이 산꼭대기로 밀어 올려야만 하는 ‘시지프스 신화’를 연상케 한다”는 설명입니다.

[로버트 매닝 애틀랜틱카운슬 선임연구원] “It reminds me of the Myth of Sisyphus, the Greek myth of a man who defied the Gods, and was condemned for eternity to push a large rock up a hill, only to have it fall to the bottom each time he reaches the top.”

매닝 연구원은 “김정은과의 정상회담을 문재인 대통령은 세 번, 트럼프 대통령은 두 번이나 했다면, 정상회담은 비용을 거의 들이지 않고 무엇을 얻어낼 수 있는지 보려는 김정은의 게임에 불과하다는 것이 명백해졌어야 한다”고 비판했습니다. 그러면서 “문 대통령이 임기 마지막 해에 또 한 번의 정상회담을 통해 남북 간 어려움을 변화시킬 것이라는 증거가 안 보인다”고 지적했습니다.

[로버트 매닝 애틀랜틱카운슬 선임연구원]“After three Moon-Kim Summits and two Trump-Kim summits, it should be obvious that for Kim, it is mostly a game to see what he can get at little cost. I see no evidence that another Summit in his last year in office would substantially change the North-South predicament. If Kim moves in that direction, he might be setting the stage for a renewed cycle of diplomacy with Moon’s successor.”

또한 “문 대통령이 처음부터 남북 화해와 협력을 대통령직의 중심에 둔 공은 인정할 만하고 초기에는 전례 없는 합의와 경제 협력을 끌어내는 성공을 거뒀지만, 트럼프 대통령과 김정은의 하노이 정상회담 이후에는 이 모든 것들이 흐트러졌다”고 평가했습니다. “지난 18개월 동안 문 대통령은 화해와 경제 협력을 증진하기 위해 제안된 다양한 단계를 추진했지만, 김정은은 문 대통령의 면전에서 문을 세게 닫아버렸다”는 설명입니다.

[로버트 매닝 애틀랜틱카운슬 선임연구원]“To his credit, President Moon from the beginning made North-South reconciliation and cooperation a central theme of his Presidency. He achieved initial success, with a host of agreements and economic cooperation that was unprecedented, only to see it unravel after the failed Trump-Kim Summit in Hanoi. For the past 18 months, President Moon has put forward a rich stream of proposed steps for enhancing reconciliation and economic cooperation, only to have the door slammed in his face by Kim Jong Un.”

매닝 연구원은 “솔직히, 지난 70년 동안 누적된 미-북 간 깊은 불신을 극복하는 것은 어떤 지도자에게도 어려운 일”이라며 “이는 오직 단계별·사안별로 가능한 일이지만 현재로서는 그런 과정에 착수할 정치적 의지가 북한에 없다”고 진단했습니다.

[로버트 매닝 애틀랜틱카운슬 선임연구원]“Frankly, I think overcoming the deep distrust between the US and North Korea, accumulated over 70 years, is something that it is difficult to see any leader accomplish. It can only occur step-by-step, issue-by-issue, but at the moment the political will in Pyongyang to embark on such a course is lacking.”

한편, 국무부 대변인실 관계자는 추가 남북 정상회담을 지지하느냐는 질문에 “우리는 한반도의 완전한 비핵화 목표를 위해 북한과의 외교에 관여할 준비가 돼 있다는 것을 분명히 해왔다”며 “전제 조건 없이 언제 어디서든 만나자는 우리의 제안은 여전히 유효하며, 북한이 결국 우리의 제안에 반응을 보이기 바란다”고 답했습니다.

[국무부 관계자]“We’ve made clear, we remain prepared to engage in diplomacy with DPRK toward our objective of the complete denuclearization of the Korean peninsula. Our offer remains to meet anywhere, anytime without preconditions. Ultimately, we hope DPRK will respond positively to our outreach. In the meantime, in the absence of any type of engagements, United Nations sanctions on the DPRK remain in place and we will continue to enforce them along with the international community.”

이 관계자는 “(북한과의) 어떤 종류의 관여도 없는 동안 유엔 대북제재는 계속 유지될 것이고 우리는 국제사회와 함께 제재를 계속 이행할 것”이라고 밝혔습니다.
