That's the wrong policy. The US over the years has offered many concessions military, economic, security, law enforcement, and it didn't lead to a breakthrough on diplomacy. For example, for the last four years we've curtailed or cancelled military exercises, and it didn't lead to any reciprocal diplomatic or security gestures by the North.

So we should continue to keep the door open for dialogue, show that we're interested in it. And in the meantime maintain the military deterrence against the North Korean threat as well as maintaining enforcement of US laws and then UN resolution sanctions.¡±
