.한국, 무비자 입국 192개국, 세계 2위!! (조갑제닷컴 참조)

런던에 본사를 둔 글로벌 시민권 및 거주 자문 회사인 Henley &; Partners가 2023년 헨리 여권 지수를 발표했다.

이 지수에 의하면 세계 여권의 힘(power) 순위에서 아시아의 3개국(일본, 한국, 싱가포르)이 1, 2위를 더 차지했다. 평가 기준은 무비자 입국 가능 국가 수다. 일본 1등(193개국), 한국, 싱가포르 2등(192개국)이다.

Henley Passport 파워 점수에 따르면 전 세계 국가의 6%만이 세계 경제의 70% 이상에 접근할 수 있다. 이에 포함된 나라, 그것도 상위권에, 진짜 자랑스러운 대한민국이 아닐 수 없다. 세계가 대한민국을 부러워하고 시샘하는 이유이다. 나는 이를 세계 여행을 통해 수없이 느낀다. 그런데 정작, 아이러니하게도, 한국인 상당수는 이런 성공한 대한민국을 미워하고 싫어한다. 아예 대한민국 건국을 부정하고 망하길 바란다.

이들의 공통점은 자신들은 국가가 제공하는 자유와 복지 등 성공한 대한민국의 혜택을 다 누리면서 감사하기는커녕, 우리의 주적인 북한과 중공을 흠모하고 추종하는, 정신이 완전히 망가진 치유 불가의 병적 현상을 보인다는 것이다. 이번에 발표된 지표에도 잘 나타나 있지만, 이들이 그토록 찬양하고 닮고 싶은 하는 나라들은 북한과 중공을 포함 대부분이 사회,공산주의, 전체주의 국가들이다.

이런 나라는 자유는커녕 춥고 배고프고, 아니 먹거리가 없어 굶어 죽기도 한다. 자유와 풍요를 맘껏 누린 이들이 진짜 이런 나라에 가족(처자식)을 데리고 가라고 하면 갈까? 설령 간다고 한들 이미 세계 여행 등 자유와 풍요 즉 자유민주주의 장점을 다 아는 자식들이 따라갈까?

이른바 조선민주주의인민공화국 여권으로 무(無)비자 여행이 가능한 나라는 40개국에 불과하다(대부분이 북한과 같거나 비슷한 나라들). 북한은 109등(꼴찌) 중 102등이다. 이번 여권 랭킹은, 북한을 가장 힘없는 여권 그룹으로 분류했다.

매년 발표되는 것이긴 하지만, 이번엔 해외여행이 재개된 시점에서 발표됐다는 것이 더 눈길을 끌었다. 코로나가 완화되자마자 한국인을 포함 자유여행을 원하는 세계인들이 너도나도 끌낭을 끌고 비행기를 탄다. 인천공항에서도 실감을 했지만 이곳 방콕에 와보니 그야말로 세계인들이 누리는 자유여행의 기쁨과 즐거움이 넘쳐난다. 거의 60~70%까지 회복됐다는 말이 실감 난다.

이들이 공통점은 국가가 한 상 그득히 차려준 수백 개(일본 193개, 한국 192개)의 맛있는 음식을 즐기면서 이를 제공한 국가에 감사한다는 것이다. 차려준 밥상도 못 챙겨 먹는 자가 많다는 것이 문제이다. 억지로 떠먹여 줄 수도 없는 노릇이고.

주요 포인트: 무비자 국가 수가 많은 나라의 공통점은 민주적이고 개방적이며 국민 교양이 높고 범죄율이 낮다는 것이다. 추가한다면, 호기심이 많고, 도전적이고, 모험심 탐구심이 많다는 것. 간단하게 말하면 세계와 담을 쌓고 사는 우물 안 개구리가 아닌, 선진 문명을 주도하는 리더 국민이란 뜻이다.

생각만 해도 기분이 좋고 어깨가 으쓱해진다. 살다 보니 어느새 세계 여행은 꿈도 못 꾸던 대한민국이 세계 어디를 가든 환영받는 자랑스런 일등 국가, 대한민국이 됐다. 바이런이 한 말이 생각난다. “자고 일어나니 유명해졌더라.”

북한, 이집트, 필리핀, 인도, 콜럼비아, 남아공, 태국, 에티오피아, 아프가니스탄, 이라크, 파키스탄, 시리아…는 내가 어린 시절에 부러워했던 나라들이다. 물론 1961년 박정희 정권이 출범하면서 오늘의 세계 랭킹 2위의 대한민국이 됐다.

London-based global citizenship and residence advisory firm Henley &; Partners has released the Henley Passport Index for the year 2023, based on exclusive data provided by the International Air Transport Association (IATA)

“The index includes 199 passports and 227 travel destinations, giving users the most extensive and reliable information about their global access and mobility," it said. The index’s scoring system was developed to give users a nuanced, practical, and reliable overview of their passport’s power. Each passport is scored on the total number of destinations that the holder can access visa-free, it said.

Only 6 percent of the world's countries gives you access to more than 70 percent of the global economy, as per the Henley Passport power scores.

The latest update to the index does not factor in Brexit. Dr Florian Trauner, Research Professor at the Institute for European Studies at the Free University of Brussels, suggested that if the UK and EU manage to maintain a close political and trade relationship, the actual impact of Brexit on the travel freedom of British citizens may remain limited.

However, she sounded a note of warning, adding that, “the picture may change with regard to long-term mobility given that the free movement rights for UK citizens in the EU (and vice versa) will cease to apply.”

Commenting more generally on the index, Dr. Christian H. Kälin, Chairman of Henley &; Partners and the inventor of the Passport Index concept, said: “The Henley Passport Index has always been an important tool for global travellers, but the index reveals more than just the relative strength of the world’s passports. Crucially, it is also a lens into the kind of world we are living in, and the kinds of policies states are pursuing.

“With some notable exceptions, there is a growing acknowledgment that policies of engagement, collaboration, and openness yield the greatest results, for both individual nations and the global community as a whole.

The US passport held the top spot jointly with the UK back in 2015, but has slipped down to joint 18th place in the rankings.

Dr. Kälin added that the current strength of Asian passports is emblematic of this progressive shift, and that it seems certain that more and more countries will follow suit in order to benefit from global flows of talent and capital.

The latest passport rankings also reflect how economic growth in Asia is transforming travel and trade. Dr. Parag Khanna, Founder and Managing Partner of FutureMap and author of The Future Is Asian: Global Order in the Twenty-first Century, said: “With all Asian countries topping the index, there is a clear momentum behind the region taking centre stage in globalisation. The steady rise of China through its visa-waiver agreements shows how incremental and reciprocal measures can lead to significant progress in trust and recognition.

“With the Belt and Road Initiative expanding its constellation of member states and cross-border projects, we can fully expect Asian, European, Arab and African countries to continue to seek more seamless access to each other’s countries. This will benefit both China and all states participating in the rising trade along the new Silk Roads.”

Note: For the purposes of our story here, we rate the UK’s position in the ranking as joint 12th place as opposed to the joint fifth place cited by Henley &; Partners in their rankings.
