북한과 러시아가 군사협력 조약을 체결한 데 대해 백악관이 우려를 나타냈습니다. 필요에 따라 인도태평양 지역에서 미군 대응 태세를 강화할 수 있음을 시사했습니다. 조은정 기자가 보도합니다.
  
  존 커비 백악관 국가안보소통보좌관은 20일 온라인 브리핑에서 북한과 러시아가 ‘포괄적 전략 동반자 관계’ 조약을 체결한 데 대해 “우려할 만한 일”이라고 밝혔습니다. “한반도와 인도태평양의 평화와 안보를 중시하는 어떤 나라에든 큰 우려 사항”이라는 것입니다.
  
  [커비 보좌관]“Of course it is. It's a big concern to any country that cares about maintaining peace and stability not just on the Korean peninsula but in the Indo Pacific. It should be a concern any country that believes that the UN Security Council resolutions ought to be abided by, it should be a concern to anybody who thinks that supporting the people of Ukraine is an important thing to do. And we would think that that that that concern would be shared by the People's Republic of China since this agreement also seems to be in direct contrast with the statement that President Putin and President Xi made in Beijing, just a month ago, in which both countries call for a peaceful and diplomatic solution to the situation.”
  
  커비 보좌관은 “유엔 안보리 결의를 준수해야 한다고 믿는 모든 국가, 우크라이나 국민을 지원하는 것이 중요한 일이라고 생각하는 모든 국가가 우려해야 할 일”이라고 말했습니다.

  그러면서 인태 지역에서 미군 태세를 강화할 수 있음을 시사했습니다. 커비 보좌관은 “바이든 대통령이 국가안보팀에 지시한 인도태평양에서의 업무를 살펴보면, 우리는 이 행정부 3년 반 동안 지역 전체에 걸쳐 동맹과 파트너십을 강화해왔다”고 말했습니다. 특히 미한일 3국 공조, 필리핀과의 협력, 미국, 영국, 호주 안보 동맹 오커스(AUKUS)를 언급했습니다.
  
  [커비 보좌관]“And of course, we're going to continue to evaluate our posture throughout the Indo-Pacific as needed, but we have prioritized this part of the world since the beginning of this administration. And that work that effort, we believe, will continue to put us in in the best possible position to be able to force any threats and challenges not just on the Korean peninsula but elsewhere in the region.”

  [커비 보좌관]“Our view is that this agreement is also a sign of Russia's desperation. I mean, they're reaching out to North Korea for, missiles, they’re still getting drones from Iran. They don't have a lot of friends in the world. And they're trying to do everything they can to pull on the strings of the friends that they do have. Russia is absolutely isolated on the world stage. They've been forced to rely, again, on countries like North Korea and Iran.”
  
  커비 보좌관은 “러시아는 미사일을 확보하기 위해 북한에 접근하고 있고, 이란으로부터 드론을 여전히 공급받고 있다”며 “러시아는 전 세계에 친구가 많지 않고 그나마 있는 친구들에게 영향력을 행사하기 위해 할 수 있는 모든 일을 하려고 노력하고 있다”고 말했습니다. 그러면서 거듭 “러시아는 세계 무대에서 완전히 고립돼 있다”며 “러시아는 다시 북한과 이란 같은 국가에 의존할 수밖에 없었다”고 말했습니다.
  
  김정은 국무위원장과 블라디미르 푸틴 러시아 대통령이 19일 평양에서 ‘포괄적인 전략적동반자 관계에 관한 조약’에 서명했습니다. 조약에는 한쪽이 무력 침공을 받아 전쟁 상태에 처하면 ‘집단적 자위권’을 명기한 유엔헌장 제51조와 양국 국내법에 따라 상대에게 지체 없이 군사적 원조를 제공한다는 내용이 담겼습니다.
  
  마이클 카펜터 백악관 국가안보회의(NSC) 유럽 담당 선임보좌관은 20일 국무부 브뤼셀 미디어 허브가 ‘우크라이나 평화회의’를 계기로 개최한 온라인 브리핑에서 러시아의 우방국들과 우크라이나를 지원하는 국가들이 뚜렷한 대조를 보인다고 지적했습니다.
  
  카펜터 보좌관은 북한과 러시아가 체결한 ‘포괄적 전략 동반자 관계’ 조약에서 주목되는 점에 대한 질문을 받고 “푸틴과 김정은의 평양 만남과 북한의 전체주의적 성격을 반영하는 화려한 행사와 관련에 대해 말하자면, 북러 협력이 확대되고 있다는 점이 분명하다”고 말했습니다.
  
  [카펜터 선임보좌관]“With regards to the meeting between Putin and Kim Jong-un in Pyongyang and all the pomp and pageantry that really reflects the totalitarian nature of the regime in North Korea, it’s clear that this is a partnership that has been expanding, but it also shows you where Russia is on the world stage, where its closest partners in the world are North Korea, Iran, Syria, and then to a certain degree, to a different degree, the People’s Republic of China.”

Contrast that with the coalition of 50 countries at the Ukraine Defense Contact Group that’s supporting Ukraine and then the roughly hundred countries that have supported the principles of the UN Charter in Switzerland, and you’ll see a distinct contrast there.”
