유엔 안보리가 오늘, 미사일 발사로 국제사회의 평화를 위협했던 김정일 정권에 대해서 전원일치로써 제재결의안을 통과시킨 것은 노무현 대통령에 대한 탄핵을 정당화하는 사태이다. 국제사회가 위협이라고 판정한 북한정권의 핵탄두 운반용 미사일 발사를 안보위협이 아니라고 억지를 부렸던 대통령이 국가원수 겸 국군통수권자로서 계속 근무하는 것은 국민들의 안전에 대한 가장 큰 위협이기 때문이다.

1. 노무현 대통령은 대한민국헌법상의 反국가단체인 북한정권의 안보상 위협을 부정하고 대응조치를 취하지 않음으로써 국민들을 위험에 빠뜨렸다.

2. 盧대통령은 유엔안보리가 국제평화를 위협하는 사태라고 규정한 북한의 핵탄두 운반용 미사일 발사가 안보위협이 아니라고 강변했다. 이는 국민의 안전보다도 主敵인 김정일의 개인적 안전을 더 생각해주는 태도이다.

3. 盧대통령은 한국을 위협하는 북한정권의 미사일 발사 도발에 대해서 제재조치를 취하려는 미국과 일본의 對韓지원조치에 대해서 이를 방해함으로써 결과적으로 利敵행위를 했다.

4. 盧정권은 북한의 미사일 발사 정보를 입수하고도 김정일 정권을 자극하지 않으려고 발사 지역 통과 항공기와 선박에 대해 경고하지 않음으로써 고의로 自國民들의 생명을 위험에 노출시켰다.

5. 盧정권은 김정일 정권의 선전원들이 부산에 와서 '한국은 김정일 동지의 先軍정치로 안전하니 쌀을 내라'는 망발을 하도록 방치하여 사실상 反국가단체를 고무찬양하도록 방조했다.

6. 盧정권은 경찰을 시켜 이런 反국가단체의 선동에 항의하는 애국인사들을 불법감금하도록 했다.

7. 盧정권은 미사일 발사 이후에도 비료를 보내고 금강산 관광을 허용하는 등 북한정권의 군사력 증강을 돕고 있다.

8. 盧정권하의 친북적 국회의원들은 유엔의 對北결의안 채택을 반대하는 조직적 움직임을 폄으로써 결과적으로 김정일 정권을 위해 복무하고 있다.

9. 盧대통령은 아직도 국민들을 향해서 미사일 사태에 대한 공식보고를 하지 않음으로써 국가의 안전을 수호해야 할 대통령으로서의 직무를 포기했다.

10. 이런 盧대통령이 안보위기 때 국군통수권자로 계속해서 직무를 보도록 하는 것은 국가 안전에 치명적인 결과를 몰고올 가능성이 높으므로 국회는 국가보위의 차원에서 그의 파면을 결의해야 할 것이다.


盧정권이 군사동맹국인 미국에 반대하고 主敵인 북한의 군사동맹국인 중국보다도 더 김정일 정권 편을 든 것은 반역행위이다. 이 반역성의 핵심은 盧정권이 남북한 국민보다도 독재자 김정일 개인의 안전을 더 생각해준다는 점이다. 그런 점에서 盧대통령은 민족반역자를 감싸고 도는 또 다른 민족반역자이다. 그렇기 때문에 그는 일관되게 민족반역자를 편들고 대한민국과 한민족의 이익에 반대하며, 일관되게 우방국과 동맹국을 적대하면서 반역자를 감싸고 있는 것이다.

盧정권의 반역성을 결정적으로 증언하는 것은 안보위기 때 더욱 강화해야 할 韓美동맹을 '戰時작전권 환수'라는 선동적 정책추진으로써 사실상 와해로 몰고가고 있다는 점이다. 김정일 정권은 이런 盧정권을 부하처럼 여겨 더욱 모험 노선을 강화해가면서 한반도의 평화를 위협하고 있다. '간첩을 골키퍼로 세워놓고는 축구도 安保도 안된다'는 국민행동본부의 광고가 생각난다.

유엔 안전보장이사회가 15일(현지시간) 채택한 대북 결의문은 다음과 같다.
유엔 안전보장이사회는

1993년 5월 11일의 결의안(825)과 2004년 4월 28일의 결의안(1540)을 재확인하고

한반도와 동북아시아 전반의 평화와 안정 유지의 중요성을 명심하면서

핵.화학.생물학 무기와 그 운반수단의 확산이 국제 평화와 안보의 위협이 된다는 사실을 확인하면서

북한의 탄도 미사일 체계가 핵.화학.생물학 탄두의 운반수단으로 사용될 가능성이 있기 때문에 북한의 미사일 발사에 심각한 우려를 표명하면서

북한이 미사일 발사 유예선언을 지키겠다는 약속을 파기한 것에 대해 깊은 우려를 표명하면서

북한이 미사일 발사에 앞서 적절한 사전 통보를 하지 않아 민간 항공 및 해상 업무를 위협한데 대해 더욱 심각한 우려를 표명하면서

북한이 가까운 미래에 탄도 미사일을 추가로 발사할 가능성을 시사한데 대해 심각한 우려를 표시하면서

또한 이 상황이 평화적이고 외교적인 방식으로 해결되기를 바란다는 뜻을 표시하고 대화를 통해 평화적이고 포괄적인 해결책을 찾도록 하려는 유엔 안보리 이사국과 다른 유엔 회원국들의 노력을 환영하면서

북한이 1998년 8월 31일 역내 국가에 사전 통보도 하지 않고 일본 인근 바다에 미사일을 발사한 사실을 상기하면서

북한의 NPT(핵무기비확산조약) 탈퇴선언과 NPT와 IAEA(국제원자력기구)의 안전 규정에도 불구하고 북한이 핵무기 개발을 추진하는 것을 개탄하면서

2005년 9월 19일 중국, 북한, 일본, 한국, 러시아, 미국에 의해 발표된 북핵 공동선언 이행의 중요성을 강조하면서

핵무기를 개발했다는 북한의 주장에 비추어 볼 때 이번의 미사일 발사는 동북아와 그 이상 지역의 평화와 안정, 안보를 위협한다는 사실을 확인하면서

안보리는 국제 평화와 안전을 유지하기 위한 특별한 책임 아래 다음과 같이 행동한다

2006년 7월 5일 북한의 탄도 미사일 발사 행위를 비난한다.

북한이 미사일 프로그램과 관련된 모든 행동을 중지하고, 이러한 맥락에서 미사일 발사 유예선언에 대한 기존의 약속을 지킬 것을 요구한다.

모든 유엔 회원국들이 각국의 사법당국과 국내법, 국제법에 따라 북한을 감시하면서 미사일과 미사일 관련 물품, 재료, 제품, 기술이 북한의 미사일이나 대량살상무기(WMD) 프로그램에 사용되지 않도록 할 것을 회원국들에 요구한다.

또 유엔 회원국들이 미사일 혹은 미사일 관련 물품, 재료, 제품, 기술을 북한에서 구매하지 않도록 하고 북한의 미사일이나 대량살상무기 프로그램과 관련된 재정적 자원을 북한에 이전하지 말고 이러한 행위를 감시하도록 회원국들에 요구한다.

유엔 회원국, 특히 북한에, 긴장을 악화시킬 수 있는 행동을 삼가고 자제를 보여줄 필요가 있다는 점, 또 정치적 외교적 노력을 통해 핵확산 금지 문제의 해결을 위해 계속 노력할 필요가 있다는 점을 강조한다.

전제 조건없이 즉각 6자회담에 복귀, 9.19 공동성명의 이행을 촉진할 것을 북한에 강력히 촉구한다. 특히 모든 핵무기와 기존의 핵 프로그램을 포기하고 빠른 시일에 NPT 협정과 IAEA 안전 규정에 재가입하도록 촉구한다.

6자 회담이 이른 시일내에 재개되는 방안을 지지한다. 또 한반도에 평화적인 방법으로 검증 가능한 비핵화 목표가 달성되고, 한반도와 동북아시아에 평화와 안정이 유지될 수 있도록 6자회담 당사국들이 9.19 공동성명의 이행 노력을 더욱 강화하도록 촉구한다.

이 문제에 대해 계속 유의하기로 결정한다.

The Security Council, Reaffirming its resolutions 825 (1993) of 11 May 1993 and 1540 (2004) of 28 April 2004, Bearing in mind the importance of maintaining peace and stability on the Korean peninsula and in north-east Asia at large,

Reaffirming that proliferation of nuclear, chemical and biological weapons, as well as their means of delivery, constitutes a threat to international peace and security,

Expressing grave concern at the launch of ballistic missiles by the Democratic People's Republic of Korea (DPRK), given the potential of such systems to be used as a means to deliver nuclear, chemical or biological payloads,

Registering profound concern at the DPRK's breaking of its pledge to maintain its moratorium on missile launching, Expressing further concern that the DPRK endangered civil aviation and shipping through its failure to provide adequate advance notice,

Expressing its grave concern about DPRK's indication of possible additional launches of ballistic missiles in the near future,

Expressing also its desire for a peaceful and diplomatic solution to the situation and welcoming efforts by Council members as well as other Member States to facilitate a peaceful and comprehensive solution through dialogue,

Recalling that the DPRK launched an object propelled by a missile without prior notification to the countries in the region, which fell into the waters in the vicinity of Japan on 31 August 1998,

Deploring the DPRK's announcement of withdrawal from the Treaty on Non-Proliferation of Nuclear Weapons (the Treaty) and its stated pursuit of nuclear weapons in spite of its Treaty on Non-Proliferation of Nuclear Weapons and International Atomic Energy Agency (IAEA) safeguards obligations,

Stressing the importance of the implementation of the Joint Statement issued on 19 September 2005 by China, DPRK, Japan, Republic of Korea, the Russian Federation and the United States,

Affirming that such launches jeopardize peace, stability and security in the region and beyond, particularly in light of the DPRK's claim that it has developed nuclear weapons,

1. Condemns the multiple launches by the DPRK of ballistic missiles on 5 July 2006 local time;

2. Demands that the DPRK suspend all activities related to its ballistic missile programme, and in this context re-establish its pre-existing commitments to a moratorium on missile launching;

3. Requires all Member States, in accordance with their national legal authorities and legislation and consistent with international law, to exercise vigilance and prevent missile and missile-related items, materials, goods and technology being transferred to DPRK's missile or WMD programmes;

4. Requires all Member States, in accordance with their national legal authorities and legislation and consistent with international law, to exercise vigilance and prevent the procurement of missiles or missile related-items, materials, goods and technology from the DPRK, and the transfer of any financial resources in relation to DPRK's missile or WMD programmes;

5. Underlines, in particular to the DPRK, the need to show restraint and refrain from any action that might aggravate tension, and to continue to work on the resolution of non-proliferation concerns through political and diplomatic efforts;

6. Strongly urges the DPRK to return immediately to the Six-Party Talks without precondition, to work towards the expeditious implementation of 19 September 2005 Joint Statement, in particular to abandon all nuclear weapons and existing nuclear programmes, and to return at an early date to the Treaty on Non-Proliferation of Nuclear Weapons and International Atomic Energy Agency safeguards;

7. Supports the six-party talks, calls for their early resumption, and urges all the participants to intensify their efforts on the full implementation of the 19 September 2005 Joint Statement with a view to achieving the verifiable denuclearization of the Korean Peninsula in a peaceful manner and to maintaining peace and stability on the Korean Peninsula and in north-east Asia;

8. Decides to remain seized of the matter.
