*Like you, I have been inspired by Washington, Jefferson, and Lincoln. Like you, I have pledged myself to defend and perpetuate the freedom your illustrious forefathers sought for all men. I am Korean, but by sentiment and education, I am an American.

I want first of all to express the unbounded appreciation of Korea and Koreans for what you and the American people have done. You saved a helpless country from destruction, and in that moment the torch of true collective security burned brightly as it never had before. The aid you have given us financially, militarily, and otherwise in defense of our battlefront and for the relief of the refugees and other suffering people of Korea is an unpayable debt of gratitude. We owe much also to the former President Truman, whose momentous decision to send armed forces to Korea saved us from being driven into the sea, and General Eisenhower, the latter as President- elect and now as Chief Executive, for their help and knowledge of the enemy peril.

The President-elect came to a Korea which for 40 years had been under a cruel Japanese subjugation. Few foreign friends had ever been permitted on our soil. Yet here, for the first time in history, because your military might alone regained our freedom, came the great man you had chosen as President. He came to see what could be done to help the Koreans.
여러분의 대통령 당선자는 40년간이나 일본의 잔학한 정복 하에 놓였던 한국에 왔었습니다. 우리 국토에 발을 들여 놓을 수 있었던 외국인 친우들은 그 수가 극히 드물었던 것입니다. 그러나 오직 여러분의 군대만이 우리의 자유를 회복하여 주었기 때문에 여러분이 대통령으로 선출한 위대한 인물이 역사상 처음으로 우리나라에 오게 되었던 것입니다. 그는 한국인을 도웁기 위하여 할 수 있는 일이 무엇인가를 알아내고저 왔던 것입니다.
I cannot bear to pass this occasion without mentioning our deep and heart-felt thanks to the American war mothers. We thank them for sending their sons, their husbands, and their brothers in the American Army, Navy, and Air and Marine Corps to Korea in our darkest hours. We shall never forget that from our valleys and mountains the souls of American and Korean soldiers went up together to God. May the Almighty cherish them as we cherish their memory.

Ladies and gentlemen of the Congress, these noble compatriots of yours had magnificent leadership in Generals Mac Arthur, Dean, Walker, Almond, Ridgway, Clark, Hull, and Taylor. Then, too, in 1951 General Van Fleet arrived in Pusan to command the Eighth Army. It was he who discovered the soldierly spirit of the Korean youths and their fervent desire for rifles with which to fight for their homes and their nation. Without much ado he gathered them together in Cheju Do, Kwang Ju, Nonsan, and other places and sent Korean military advisory group officers to train them almost day and night. Within a few weeks they were sent to the front line and they performed marvelously.
미국 국회의 신사숙녀 여러분! 이들 여러분의 거룩한 동포는 맥아더 장군, 뛴 장군, 워커 장군, 아몬드 장군, 리지웨이 장군, 크라크 장군, 헐 장군 및 레일러 장군과 같은 훌륭한 지휘관을 가지고 있습니다. 그리고 1951년에는 밴프리트 장군이 제8군을 지휘하기 위하여 부산에 도착하였습니다. 한국청년들의 용감한 정신과 자기들의 가정과 조국을 위하여 싸우기 위한 총을 달라는 이들의 열렬한 요구를 발견한 사람은 바로 이 밴프리트 장군이었습니다. 장군은 그다지 큰 난관을 겪음이 없이 이들 한국청년을 제주도, 광주(光州), 논산(論山), 기타 제(諸) 처에 끌어놓고 주한미군사고문단(駐韓美軍事顧問團)의 장교들을 보내서 주야로 이들을 훈련케 하였던 것입니다. 수개월 이내로 이들은 일선에 나가게 되었으며 경이적인 성과를 올렸던 것입니다.
Today this army is known to be the strongest anti-Communist force in all Asia. [Applause] This force is holding more than two-thirds of the entire frontline. So General Van Fleet is known in Korea as the father of the Republic of Korea Army, the hard ROK’s as ther GI’s called them. Now, if the United Stares could help build up this force, together with the air and sea strength in adequate proportion, I can assure you that no American soldier would be required to fight in the Korean theater of action. [Aplause.]

Yet many, many Americans gave all they had to give to the good cause: but the battle they died to win is not yet won. The forces of Communist tyranny still hold the initiative throughout the world. On the Korean front, the guns are silent for the moment, stilled temporarily by the unwise armistice which the enemy is using to build up his strength. Now that the Geneva Conference has come to an end with no result, as predicted, it is quite in place to declare the end of the armistice. The northern half of our country is held and ruled by a million Chinese slaves of the Soviets. Communist trenches, filled with troops, lie within 40 miles of our national capital. Communist airfields, newly constructed in defiance of armistice terms and furnished with jet bombers, lie within 10 minutes of our national assembly.
수많은 미국인들은 정의를 위하여 그들이 가졌던 일체의 것을 바쳤습니다. 그러나 그들이 승리를 위해서 목숨을 받친 그 싸움은 아직도 승리하지 못하고 있습니다. 공산주의 폭군의 노력은 상금(尙今) 전세계를 통해서 이니셔티브를 장악하고 있습니다. 한국 전선에서는 현명치 못한 휴전으로 말미암아 포화는 잠시 중단되고 일시적인 침묵을 지키고 있지만, 적은 이 기회를 이용하여 무력을 증강하고 있는 것입니다. 이제야 제네바회담(Geneva Conference)도 예기한 바와 같이 하등의 성과 없이 끝났으니 만큼 휴전의 종결을 선언할 적당한 시기는 도래하였습니다. 우리나라의 북반부는 백만이란 소련의 중국인 노예에 의해서 점령 지배되고 있습니다. 적병이 가득한 공산군 참호는 우리 수도에서 불과 40리 이내의 거리에 있습니다.
Yet death is scarcely closer to Seoul than to Washington, for the destruction of the United States is the prime objective of the conspirators in the Kremlin. The Soviet Union’s hydrogen bombs may well be dropped on the great cities of America even before they are dropped on our shattered towns.
휴전협정 조항을 무시하고 새로이 건설되었으며 젯트폭격기가 공급되어 있는 공산군의 비행기는 우리 국회까지 10분 이내에 올 수 있는 위치에 놓여져 있습니다. 그러나 주검은 화부(華府)에보다 서울에 더 근접해 있는 것은 아닙니다. 왜냐하면 미국을 파괴하는 것이야말로 크레무린 내의 음모자들의 최고 목표이기 때문입니다. 소련의 수소폭탄은 파괴된 우리나라의 도시 위에 떨어지기보다도 오히려 먼저 미국의 대도시에 떨어질런지도 모를 일인 것입니다.
The essence of the Soviet’s strategy for world conquest is to lull Americans into a sleep of death by talking peace until the Soviet Union possesses enough hydrogen bombs and intercontinental bombers to pulverize the airfields and productive centers of the United States by a sneak attack. This is a compliment to the American standard of international morality: but it is a sinister compliment. For the Soviet Government will use the weapons of annihilation when it has enough to feel confident that it can eliminate America’s power to retaliate. We are obliged, therefore, as responsible statesmen, to consider what, if anything, can be done to make certain that when the Soviet Government possesses those weapons, it will not dare to use them.
세계 정복을 위하여 소련이 사용하는 전략의 본질은 절도적(竊盜的) 공격에 의해서 미국의 비행장들과 생산중심지들을 분쇄할 만한 충분한 수소폭탄과 대륙간 왕복용 비행기를 보유하게 될 때까지는 평화를 운위함으로서 미국인들로 하여금 주검의 잠을 자게 하려는 데 있는 것입니다. 이것이 미국의 국제도의 기준에 대한 소련의 예의인 것입니다. 그러나 이것은 악독스러운 예의입니다. 왜냐하면 소련정부는 미국의 보복능력을 삼제(芟除)할 수 있다고 확신하기에 충분한 섬멸무기(殲滅武器)를 가지게 될 때에는 그것을 사용할 것이기 때문입니다. 그런 고로 책임 있는 정치가로서 우리는 소련정부가 그러한 무기를 소유하게 될 때에라도 그들이 감히 그것을 사용하지 못하게 하기 위한 대책을 청구해야만 하는 것입니다.
We know that we cannot count on Soviet promises, Thirty-six years of experience have taught us that Communists never respect a treaty if they consider it in their interest to break it. They are not restrained by any moral scruple, humanitarian principle or religious sanction. They have dedicated themselves to the employment of any means, even the foulest-even torture and mass murder-to achieve their conquest of the world. The Soviet Union will not stop of its own volition. It must be stopped.

Does this necessarily mean that the United States and its allies must either drop bombs now on the Soviet factories or stand like steers in a slaughterhouse awaiting death?
그렇다면 미국과 그 우방들은 지금 소련의 공장들에 대해서 폭탄을 투하해야 할 것입니까? 또는 도살장에서 주검을 기다리는 거세우(去勢牛)처럼 우두커니 서있어야 하겠습니까?
The way to survival for the free peoples of the world- the only way that we Koreans see-is not the way of wishfully hoping for peace when there is no peace; not by trusting that somehow the Soviet Government may be persuaded to abandon its monstrous effort to conquer the world; not by cringing and appeasing the forces of evil; but by swinging the world balance of power so strongly against the Communists that, even when they possess the weapons of annihilation, they will not dare use them. [Applause.] There is little time. Within a few years the Soviet Union will possess the means to vanquish the United States. We must act now. Where can we act? We can act in the Far East.
전세계 자유인민들이 생존할 수 있는 길은 우리, 한국인들이 알고 있는 오직 하나만의 길은 평화가 없을 때에 부러운 눈치로 평화를 기다리기만 하는 것은 아니며, 소련정부로 하여금 그 무도한 세계 정복 노력을 포기하도록 우리가 어떻게든지 설득시킬 수 있다고 믿는 길도 아니며, 오직 세계의 세력균형을 강렬히 요동시켜서 공산 측에게 불리하게 쏠리게 함으러서 설사 그들이 섬멸무기를 소유하게 될지라도 감히 그것을 사용하지 못하도록 하는 길 뿐인 것입니다. 우리에게는 시간적 여유가 없습니다. 수년 이내로 소련은 미국을 정복할 방편을 가지게 될 것입니다. 우리는 지금 행동을 개시하여야 합니다. 우리가 행동을 개시할 수 있는 곳은 어디 있겠습니까. 극동(極東)에서 개시할 수 있습니다.
Ladies and gentlemen, the Korean front comprises only one small portion of the war we want to win- the war for Asia, the war for the world, the war for freedom on earth. Yet the Republic of Korea has offered you its 20 equipped divisions and the men to compose 20 more. A million and a half young Koreans ask for nothing better than to fight for the cause of human freedom, their honor and their nation. [Applause]. The valor of our men has been proved in battle and no American has doubted it since General Van Fleet’s statement that a Korean soldier is the equal of any fighting man in the world. [Applause.]

The Government of the Republic of China in Formosa also has offered you 630,000 men of its Armed Forces and additional reserves. The Communist regime on the mainland of China is a monster with feet of clay. It is hated by the masses. Although the Reds have murdered 15 million of their opponents, thousands of free Chinese guerrillas are still fighting in the interior of China. Red China’s army numbers 2,500,000. but its loyalty is not reliable, as was proved when 14,369 of the Communist Chinese army captured in Korea chose to go to Formosa, and only 220 chose to return to Red China. [Applause]
대만에 있는 중화민국정부도 또한 여러분에게 무장군 63만 명과 그 위에 예비병력을 제공하고 있습니다. 중국 본토의 공산정권은 극히 취약한 발을 가진 괴물인 것입니다. 이 정권은 대중의 증오를 받고 있읍니다. 중공은 그들을 반대하는 자를 150만 명이나 학살하였지만, 아직도 허다한 자유중국 유격대들이 중국 본토 내에서 투쟁하고 있습니다. 중공의 육군은 200만이라는 군력을 가지고 있으나 그들의 충성은 결코 믿을만한 것이 못되는 것입니다. 그것은 한국에게 포로된 중공군 출신자 중 14,369명은 대만으로 갈 것을 택하였으며, 중공으로 귀환하는 길을 택한 자는 불과 220명이였다는 사실이 입증합니다.
Furthermore, the economy of Red China is extremely vulnerable. Sixty percent of its imports reach it by sea and seaborne coastal traffic is its chief means of communication from north to south. A blockade of the China coast by the American Navy would produce chaos in its communications. The American Air Force, as well as the Navy, would be needed to insure the success of the counterattack on the Red Chinese regime, but, let me repeat, no American foot soldier.
그 위에 중공의 경제상태는 극도로 취약합니다. 중공에 도달되는 수입물자의 60퍼센트는 해로를 거치고 있으며, 연안 해운은 그들의 남북교통의 최주요 방편이 되어 있습니다. 그러므로 만일 미국해군이 중국 해안을 봉쇄한다면 중공의 교통망에는 일대 혼란이 야기될 것입니다. 중국정권에 대한 반격의 성공을 보장하기 위해서는 미국의 해군과 공군이 필요할 것이나 미국의 지상군은 필요치 않을 것이라 함을 나는 다시 한번 강조하는 바입니다.
The return of the Chinese mainland to the side of the free world would automatically produce a victorious end to the wars in Korea and Indochina, and would swing the balance of power so strongly against the Soviet Union that it would not dare to risk war with the Unites States. Unless we win China back, an ultimate victory for the free world is unthinkable.
중국본토가 자유진영의 편으로 환원하게 된다면 한국 및 인도지나의 전쟁은 자동적으로 승리적 귀결을 짖게 될 것이며, 세력균형은 소련에 대해서 극히 불리하게 기우러지게 되어 소련은 감히 민국과의 전쟁위험을 기도하지 못하게 될 것입니다. 우리가 중국을 다시 찾지 못하는 한 자유진영의 궁극적 승리는 바랄 수 없을 것입니다.
Would not the Soviet Government, therefore, launch its own ground forces into the battle for China, and its air force as well? Perhaps. But that would be excellent for the free world, since it would justify the destruction of the Soviet centers of production by the American Air Force before the Soviet hydrogen bombs had been produced in quantity. I am aware that this is hard doctrine. But the Communists have made this a hard world, a horrible world, in which to be soft is to become a slave.
그러면 소련정부는 이 중국전쟁에 그 지상군과 공군을 투입하지 않을 것인가? 아마 투입할른지도 모르겠습니다. 그러나 그렇게만 된다면 오히려 자유진영을 위하여 다행한 일이 될 것입니다. 왜냐하면 소련의 참전은 소련이 대량적으로 수소폭탄을 생산해 놓기 전에 그 생산중심지를 미공군이 파괴하는 것을 정당화하여 줄 것이기 때문입니다. 나는 이 이론이 강경하다는 것을 잘 알고 있습니다. 그러나 공산주의자들은 이 세계를 유(柔)하면 노예가 되어 버리고 마는 어렵고도 무서운 세계로 만들어 놓았던 것입니다.
Ladies and gentlemen of the Congress, the fate of human civilization itself awaits our supreme resolution. Let us take courage and stand up in defense of the ideals and principles upheld by the fathers of American independence, George Washington and Thomas Jefferson, and again by the great Emancipator, Abraham Lincoln, who did not hesitate to fight in defense of the Union which could not survive half free and half slave.
Let us remember, my friends, that peace cannot be restored in the world half Communist and half democratic. Your momentous decision is needed now to make Asia safe for freedom, for that will automatically settle the world Communist problems in Europe, Africa, and America. [Applause]

I want first of all to express the unbounded appreciation of Korea and Koreans for what you and the American people have done. You saved a helpless country from destruction, and in that moment the torch of true collective security burned brightly as it never had before. The aid you have given us financially, militarily, and otherwise in defense of our battlefront and for the relief of the refugees and other suffering people of Korea is an unpayable debt of gratitude. We owe much also to the former President Truman, whose momentous decision to send armed forces to Korea saved us from being driven into the sea, and General Eisenhower, the latter as President- elect and now as Chief Executive, for their help and knowledge of the enemy peril.

The President-elect came to a Korea which for 40 years had been under a cruel Japanese subjugation. Few foreign friends had ever been permitted on our soil. Yet here, for the first time in history, because your military might alone regained our freedom, came the great man you had chosen as President. He came to see what could be done to help the Koreans.
여러분의 대통령 당선자는 40년간이나 일본의 잔학한 정복 하에 놓였던 한국에 왔었습니다. 우리 국토에 발을 들여 놓을 수 있었던 외국인 친우들은 그 수가 극히 드물었던 것입니다. 그러나 오직 여러분의 군대만이 우리의 자유를 회복하여 주었기 때문에 여러분이 대통령으로 선출한 위대한 인물이 역사상 처음으로 우리나라에 오게 되었던 것입니다. 그는 한국인을 도웁기 위하여 할 수 있는 일이 무엇인가를 알아내고저 왔던 것입니다.
I cannot bear to pass this occasion without mentioning our deep and heart-felt thanks to the American war mothers. We thank them for sending their sons, their husbands, and their brothers in the American Army, Navy, and Air and Marine Corps to Korea in our darkest hours. We shall never forget that from our valleys and mountains the souls of American and Korean soldiers went up together to God. May the Almighty cherish them as we cherish their memory.

Ladies and gentlemen of the Congress, these noble compatriots of yours had magnificent leadership in Generals Mac Arthur, Dean, Walker, Almond, Ridgway, Clark, Hull, and Taylor. Then, too, in 1951 General Van Fleet arrived in Pusan to command the Eighth Army. It was he who discovered the soldierly spirit of the Korean youths and their fervent desire for rifles with which to fight for their homes and their nation. Without much ado he gathered them together in Cheju Do, Kwang Ju, Nonsan, and other places and sent Korean military advisory group officers to train them almost day and night. Within a few weeks they were sent to the front line and they performed marvelously.
미국 국회의 신사숙녀 여러분! 이들 여러분의 거룩한 동포는 맥아더 장군, 뛴 장군, 워커 장군, 아몬드 장군, 리지웨이 장군, 크라크 장군, 헐 장군 및 레일러 장군과 같은 훌륭한 지휘관을 가지고 있습니다. 그리고 1951년에는 밴프리트 장군이 제8군을 지휘하기 위하여 부산에 도착하였습니다. 한국청년들의 용감한 정신과 자기들의 가정과 조국을 위하여 싸우기 위한 총을 달라는 이들의 열렬한 요구를 발견한 사람은 바로 이 밴프리트 장군이었습니다. 장군은 그다지 큰 난관을 겪음이 없이 이들 한국청년을 제주도, 광주(光州), 논산(論山), 기타 제(諸) 처에 끌어놓고 주한미군사고문단(駐韓美軍事顧問團)의 장교들을 보내서 주야로 이들을 훈련케 하였던 것입니다. 수개월 이내로 이들은 일선에 나가게 되었으며 경이적인 성과를 올렸던 것입니다.
Today this army is known to be the strongest anti-Communist force in all Asia. [Applause] This force is holding more than two-thirds of the entire frontline. So General Van Fleet is known in Korea as the father of the Republic of Korea Army, the hard ROK’s as ther GI’s called them. Now, if the United Stares could help build up this force, together with the air and sea strength in adequate proportion, I can assure you that no American soldier would be required to fight in the Korean theater of action. [Aplause.]

Yet many, many Americans gave all they had to give to the good cause: but the battle they died to win is not yet won. The forces of Communist tyranny still hold the initiative throughout the world. On the Korean front, the guns are silent for the moment, stilled temporarily by the unwise armistice which the enemy is using to build up his strength. Now that the Geneva Conference has come to an end with no result, as predicted, it is quite in place to declare the end of the armistice. The northern half of our country is held and ruled by a million Chinese slaves of the Soviets. Communist trenches, filled with troops, lie within 40 miles of our national capital. Communist airfields, newly constructed in defiance of armistice terms and furnished with jet bombers, lie within 10 minutes of our national assembly.
수많은 미국인들은 정의를 위하여 그들이 가졌던 일체의 것을 바쳤습니다. 그러나 그들이 승리를 위해서 목숨을 받친 그 싸움은 아직도 승리하지 못하고 있습니다. 공산주의 폭군의 노력은 상금(尙今) 전세계를 통해서 이니셔티브를 장악하고 있습니다. 한국 전선에서는 현명치 못한 휴전으로 말미암아 포화는 잠시 중단되고 일시적인 침묵을 지키고 있지만, 적은 이 기회를 이용하여 무력을 증강하고 있는 것입니다. 이제야 제네바회담(Geneva Conference)도 예기한 바와 같이 하등의 성과 없이 끝났으니 만큼 휴전의 종결을 선언할 적당한 시기는 도래하였습니다. 우리나라의 북반부는 백만이란 소련의 중국인 노예에 의해서 점령 지배되고 있습니다. 적병이 가득한 공산군 참호는 우리 수도에서 불과 40리 이내의 거리에 있습니다.
Yet death is scarcely closer to Seoul than to Washington, for the destruction of the United States is the prime objective of the conspirators in the Kremlin. The Soviet Union’s hydrogen bombs may well be dropped on the great cities of America even before they are dropped on our shattered towns.
휴전협정 조항을 무시하고 새로이 건설되었으며 젯트폭격기가 공급되어 있는 공산군의 비행기는 우리 국회까지 10분 이내에 올 수 있는 위치에 놓여져 있습니다. 그러나 주검은 화부(華府)에보다 서울에 더 근접해 있는 것은 아닙니다. 왜냐하면 미국을 파괴하는 것이야말로 크레무린 내의 음모자들의 최고 목표이기 때문입니다. 소련의 수소폭탄은 파괴된 우리나라의 도시 위에 떨어지기보다도 오히려 먼저 미국의 대도시에 떨어질런지도 모를 일인 것입니다.
The essence of the Soviet’s strategy for world conquest is to lull Americans into a sleep of death by talking peace until the Soviet Union possesses enough hydrogen bombs and intercontinental bombers to pulverize the airfields and productive centers of the United States by a sneak attack. This is a compliment to the American standard of international morality: but it is a sinister compliment. For the Soviet Government will use the weapons of annihilation when it has enough to feel confident that it can eliminate America’s power to retaliate. We are obliged, therefore, as responsible statesmen, to consider what, if anything, can be done to make certain that when the Soviet Government possesses those weapons, it will not dare to use them.
세계 정복을 위하여 소련이 사용하는 전략의 본질은 절도적(竊盜的) 공격에 의해서 미국의 비행장들과 생산중심지들을 분쇄할 만한 충분한 수소폭탄과 대륙간 왕복용 비행기를 보유하게 될 때까지는 평화를 운위함으로서 미국인들로 하여금 주검의 잠을 자게 하려는 데 있는 것입니다. 이것이 미국의 국제도의 기준에 대한 소련의 예의인 것입니다. 그러나 이것은 악독스러운 예의입니다. 왜냐하면 소련정부는 미국의 보복능력을 삼제(芟除)할 수 있다고 확신하기에 충분한 섬멸무기(殲滅武器)를 가지게 될 때에는 그것을 사용할 것이기 때문입니다. 그런 고로 책임 있는 정치가로서 우리는 소련정부가 그러한 무기를 소유하게 될 때에라도 그들이 감히 그것을 사용하지 못하게 하기 위한 대책을 청구해야만 하는 것입니다.
We know that we cannot count on Soviet promises, Thirty-six years of experience have taught us that Communists never respect a treaty if they consider it in their interest to break it. They are not restrained by any moral scruple, humanitarian principle or religious sanction. They have dedicated themselves to the employment of any means, even the foulest-even torture and mass murder-to achieve their conquest of the world. The Soviet Union will not stop of its own volition. It must be stopped.
우리는 소련의 언약을 신용할 수 없다 함을 잘 알고 있습니다. 36년간의 경험을 통해서 우리가 배운 것은 공산주의자들은 어떠한 맹약이라도 그것을 깨트리는 것이 자기들에게 유리하다고 생각할 때는 결코 그것을 존중하지는 않는다는 것입니다 그들은 여하한 도덕적 가책이나 인도적 원칙이나 종교적 제재에도 구속을 받지 않습니다. 그들은 세계정복의 야욕을 달성하기 위해서는 여하한 수단, 즉, 집단학살과 같은 가장 잔인한 수단까지도 가리지, 않고 사용하여 왔읍니다. 소련은 그러한 전략을 스스로의 자유의사에 의해서 중지하지는 않을 것이므로 이것은 우리가 중지시켜야만 하는 것입니다.
Does this necessarily mean that the United States and its allies must either drop bombs now on the Soviet factories or stand like steers in a slaughterhouse awaiting death?
그렇다면 미국과 그 우방들은 지금 소련의 공장들에 대해서 폭탄을 투하해야 할 것입니까? 또는 도살장에서 주검을 기다리는 거세우(去勢牛)처럼 우두커니 서있어야 하겠습니까?
The way to survival for the free peoples of the world- the only way that we Koreans see-is not the way of wishfully hoping for peace when there is no peace; not by trusting that somehow the Soviet Government may be persuaded to abandon its monstrous effort to conquer the world; not by cringing and appeasing the forces of evil; but by swinging the world balance of power so strongly against the Communists that, even when they possess the weapons of annihilation, they will not dare use them. [Applause.] There is little time. Within a few years the Soviet Union will possess the means to vanquish the United States. We must act now. Where can we act? We can act in the Far East.
전세계 자유인민들이 생존할 수 있는 길은 우리, 한국인들이 알고 있는 오직 하나만의 길은 평화가 없을 때에 부러운 눈치로 평화를 기다리기만 하는 것은 아니며, 소련정부로 하여금 그 무도한 세계 정복 노력을 포기하도록 우리가 어떻게든지 설득시킬 수 있다고 믿는 길도 아니며, 오직 세계의 세력균형을 강렬히 요동시켜서 공산 측에게 불리하게 쏠리게 함으러서 설사 그들이 섬멸무기를 소유하게 될지라도 감히 그것을 사용하지 못하도록 하는 길 뿐인 것입니다. 우리에게는 시간적 여유가 없습니다. 수년 이내로 소련은 미국을 정복할 방편을 가지게 될 것입니다. 우리는 지금 행동을 개시하여야 합니다. 우리가 행동을 개시할 수 있는 곳은 어디 있겠습니까. 극동(極東)에서 개시할 수 있습니다.
Ladies and gentlemen, the Korean front comprises only one small portion of the war we want to win- the war for Asia, the war for the world, the war for freedom on earth. Yet the Republic of Korea has offered you its 20 equipped divisions and the men to compose 20 more. A million and a half young Koreans ask for nothing better than to fight for the cause of human freedom, their honor and their nation. [Applause]. The valor of our men has been proved in battle and no American has doubted it since General Van Fleet’s statement that a Korean soldier is the equal of any fighting man in the world. [Applause.]
신사숙녀 여러분! 한국 전선은 우리가 승리하고저 원하는 싸움, 아시아를 위한 싸움,

The Government of the Republic of China in Formosa also has offered you 630,000 men of its Armed Forces and additional reserves. The Communist regime on the mainland of China is a monster with feet of clay. It is hated by the masses. Although the Reds have murdered 15 million of their opponents, thousands of free Chinese guerrillas are still fighting in the interior of China. Red China’s army numbers 2,500,000. but its loyalty is not reliable, as was proved when 14,369 of the Communist Chinese army captured in Korea chose to go to Formosa, and only 220 chose to return to Red China. [Applause]
대만에 있는 중화민국정부도 또한 여러분에게 무장군 63만 명과 그 위에 예비병력을 제공하고 있습니다. 중국 본토의 공산정권은 극히 취약한 발을 가진 괴물인 것입니다. 이 정권은 대중의 증오를 받고 있읍니다. 중공은 그들을 반대하는 자를 150만 명이나 학살하였지만, 아직도 허다한 자유중국 유격대들이 중국 본토 내에서 투쟁하고 있습니다. 중공의 육군은 200만이라는 군력을 가지고 있으나 그들의 충성은 결코 믿을만한 것이 못되는 것입니다. 그것은 한국에게 포로된 중공군 출신자 중 14,369명은 대만으로 갈 것을 택하였으며, 중공으로 귀환하는 길을 택한 자는 불과 220명이였다는 사실이 입증합니다.
Furthermore, the economy of Red China is extremely vulnerable. Sixty percent of its imports reach it by sea and seaborne coastal traffic is its chief means of communication from north to south. A blockade of the China coast by the American Navy would produce chaos in its communications. The American Air Force, as well as the Navy, would be needed to insure the success of the counterattack on the Red Chinese regime, but, let me repeat, no American foot soldier.
그 위에 중공의 경제상태는 극도로 취약합니다. 중공에 도달되는 수입물자의 60퍼센트는 해로를 거치고 있으며, 연안 해운은 그들의 남북교통의 최주요 방편이 되어 있습니다. 그러므로 만일 미국해군이 중국 해안을 봉쇄한다면 중공의 교통망에는 일대 혼란이 야기될 것입니다. 중국정권에 대한 반격의 성공을 보장하기 위해서는 미국의 해군과 공군이 필요할 것이나 미국의 지상군은 필요치 않을 것이라 함을 나는 다시 한번 강조하는 바입니다.
The return of the Chinese mainland to the side of the free world would automatically produce a victorious end to the wars in Korea and Indochina, and would swing the balance of power so strongly against the Soviet Union that it would not dare to risk war with the Unites States. Unless we win China back, an ultimate victory for the free world is unthinkable.
중국본토가 자유진영의 편으로 환원하게 된다면 한국 및 인도지나의 전쟁은 자동적으로 승리적 귀결을 짖게 될 것이며, 세력균형은 소련에 대해서 극히 불리하게 기우러지게 되어 소련은 감히 민국과의 전쟁위험을 기도하지 못하게 될 것입니다. 우리가 중국을 다시 찾지 못하는 한 자유진영의 궁극적 승리는 바랄 수 없을 것입니다.
Would not the Soviet Government, therefore, launch its own ground forces into the battle for China, and its air force as well? Perhaps. But that would be excellent for the free world, since it would justify the destruction of the Soviet centers of production by the American Air Force before the Soviet hydrogen bombs had been produced in quantity. I am aware that this is hard doctrine. But the Communists have made this a hard world, a horrible world, in which to be soft is to become a slave.
그러면 소련정부는 이 중국전쟁에 그 지상군과 공군을 투입하지 않을 것인가? 아마 투입할른지도 모르겠습니다. 그러나 그렇게만 된다면 오히려 자유진영을 위하여 다행한 일이 될 것입니다. 왜냐하면 소련의 참전은 소련이 대량적으로 수소폭탄을 생산해 놓기 전에 그 생산중심지를 미공군이 파괴하는 것을 정당화하여 줄 것이기 때문입니다. 나는 이 이론이 강경하다는 것을 잘 알고 있습니다. 그러나 공산주의자들은 이 세계를 유(柔)하면 노예가 되어 버리고 마는 어렵고도 무서운 세계로 만들어 놓았던 것입니다.
Ladies and gentlemen of the Congress, the fate of human civilization itself awaits our supreme resolution. Let us take courage and stand up in defense of the ideals and principles upheld by the fathers of American independence, George Washington and Thomas Jefferson, and again by the great Emancipator, Abraham Lincoln, who did not hesitate to fight in defense of the Union which could not survive half free and half slave.
Let us remember, my friends, that peace cannot be restored in the world half Communist and half democratic. Your momentous decision is needed now to make Asia safe for freedom, for that will automatically settle the world Communist problems in Europe, Africa, and America. [Applause]
미국국회의 신사숙녀 여러분!
인류문명의 운명은 바야흐로 우리의 최고 결정을 기다리고 있읍니다. 우리는 미국독립의 아버지들인 조지 워싱턴과 토마스 제퍼슨에 의해서 선양(宣揚)되었으며, 그 후에 다시 반자유(半自由), 반노예(半奴隸)의 상태로서는 생존할 수 없었던 유니온에 의해서 선양되었던 이상과 원칙을 수호하기 위하여 용기를 내어서 궐기해야 할 것입니다.

우리는 반공산주의 반민주주의 상태의 세계에서는 평화가 회복될 수 없다는 것을 명심해야 합니다. 아시아의 자유를 안정하게 하기 위한 여러분의 중대 결정이 지금 필요합니다. 왜냐하면 그렇게 되면 구라파와 아프리카(阿弗利加)와 그리고 미주에 있어서의 세계공산주의 문제는 자동적으로 해결될 것이기 때문입니다.
