[¸®ºñ¾î Àü ºÎÂ÷°üº¸] ¡°Reading between the lines of what those two officials said and knowing what I know about some of the debates in the administration, there is obviously a level of concern and frustration inside the Biden administration that the goal of denuclearization may be impossible to achieve. And that something needs to be done because the North Korean arsenal continues to grow and the threat from North Korea continues to grow. So there is obviously this concern that denuclearization as a policy is not working. So there is obviously this concern that denuclearization as a policy is not working. [½ÅŲ ±¹Àå] ¡°The election. On the surface, I think it's because former President Trump has started to talk about what he believes to be his success in negotiating with North Korea. I think is leading people in the Biden administration to start considering that they may want to show a little progress on the North Korean issue as opposed to none. But we've seen on the North Korean issue during the Biden administration has been continual worsening of the strategic relationship where the North Koreans appear to be acquiring assistance with their missiles from the Russians in return for giving the Russians a lot of ammunition to use against Ukraine. So I think it may also be partly just desperation, a way of trying to get into the game with North Korea.¡±

[¸®ºñ¾î Àü ºÎÂ÷°üº¸] ¡°Exactly 12 years ago this month, I and a number of US experts and former officials met with the North Korean foreign minister in New York. We talked about the importance of denuclearization and he was very blunt in his response. He said North Korea is not going to denuclearize until the United States removes its threat. That's the word that he used. And he defined the threat as the existence of the US-South Korea Alliance, the presence of US troops in South Korea and the US nuclear umbrella. And then he said something fascinating and revealing. He said if you remove the threat, we will eventually feel more secure and maybe in 10 or 20 years we'll be able to consider denuclearization. And then there was the punch line, and he said in the meantime and I'm quoting here from my notes from that conversation. In the meantime, he said we can sit down together and engage in arms control talks as one nuclear power with another.¡±
