전 주한미군사령관들이 신년 메시지를 통해 미한 연합훈련과 가치 동맹의 확대를 주문했습니다. 동맹 강화는 한반도 통일로 이어질 것이라는 기대와 북한 핵 위협에 맞서 미군 자산과 병력을 증강해야 한다는 제안도 나왔습니다. 안준호 기자가 보도합니다.

전 주한미군사령관들은 북한의 지속적인 핵·미사일 개발과 러시아·중국 등 권위주의 국가들과의 연대에 대응하기 위해서는 더욱 굳건한 미한동맹을 바탕으로 연합 훈련 등 철저한 대비가 필요하다고 강조했습니다.

지난 1996년부터 1999년까지 한국에서 근무한 존 틸럴리 전 주한미군사령관은 27일 VOA의 관련 논평 요청에 “첫째, 고위급 의사 결정자를 포함한 지속적인 연합 훈련, 둘째, 대량살상무기(WMD)의 결과에 대한 이해, 셋째, 군 장비의 현대화와 상호 운영성 확보, 넷째, 군대의 일상적인 준비 태세와 정보에 입각한 민간의 지도력 등이 가장 중요하다”고 말했습니다.

[틸럴리 전 사령관] “These are the most important 1. Continued coalition training to include high level decision makers. 2. Understand the outcomes of WMD, 3. Modernization and interoperability of military equipment, 4. Daily readiness of military forces, an informed civilian leadership.”

미한 연합훈련은 지난 2018년 도널드 트럼프 당시 미국 대통령과 김정은 북한 국무위원장 간의 정상회담과 한국 문재인 정부 당시 남북 화해 기조 속에 축소·폐지됐다가 지난해 4년여 만에 재개됐습니다.

앞서 2018년부터 2021년까지 주한미군사령관을 역임한 로버트 에이브럼스 전 사령관은 지난 14일 워싱턴의 전략국제문제연구소(CSIS)가 주최한 온라인 대담에서 “지난 2018년 5월부터 2022년 여름까지 미국은 5세대 전투기와 항공모함 타격단을 한반도에 배치하지 않았으며, 한국 영공이나 한국 작전 지역 어디에도 폭격기를 전개하지 않았다”며 “이런 자산을 어떻게 통합하고, 어떻게 도입하고, 어떻게 협력할지에 대한 연습이 부족했기 때문에 동맹으로서는 큰 위험을 감수한 것이었다”고 말한 바 있습니다.

2008년 6월부터 2011년 7월까지 주한미군사령관을 역임한 월터 샤프 전 사령관은 “미국과 한국 양국은 유엔군사령부와 일본과 같은 다른 국가들과 함께 계속해서 동맹을 키워나가야 한다”면서 “동맹 강화를 통해 한반도 통일을 이룩할 수 있을 것”이라고 말했습니다.

[샤프 전 사령관] “We must continue to grow our Alliance with other countries like those in the United Nations Command and with Japan. Through strengthen we will succeed in reunifying the Korea peninsula!”

샤프 전 사령관은 한미동맹재단에 보낸 신년사에서 미한 동맹을 ‘세계에서 가장 강력한 동맹(the strongest Alliance in the world)’이라며 “북한은 도발과 지속적인 무기와 핵 개발, 중국·러시아와의 파트너십 강화를 통해 동맹을 계속 위협하고 있다”면서 또 “북한 주민들에게는 인권이 없으며, 어떠한 도움도 받지 못하고 있다”고 지적했습니다. 그러면서 “우리는 억제력과 필요시 강력하게 방어할 수 있는 준비 태세를 지속적으로 강화해야 한다”고 강조했습니다.

[샤프 전 사령관] “North Korea continues to threaten the Alliance thru provocations, continued weapon and nuclear development, and increasing partnerships with China and Russia. At the same time, the North Korean people have no human rights and they are not supported in anyway. We must continue to strengthen our ability to deter and readiness to strongly defend if needed.”

병력과 장비의 추가 배치 등 구체적인 제안도 나왔습니다.

지난 2006년부터 2008년까지 주한미군사령관을 역임한 버웰 벨 전 사령관은 한미동맹재단에 보낸 신년 메시지에서 “미한 안보 동맹은 점증하는 북한의 호전성으로 인해 더욱 심각한 도전에 직면해 있다”면서 “2024년은 2010년 북한의 천안함 폭침 이후 한반도의 평화와 안정에 가장 심각한 위협이 될 것”이라고 말했습니다.

이어 “한국과 미국이 지금이야말로 동맹의 강화된 힘과 결속력을 보여줄 때라는 것을 인식하기를 간절히 바란다”고 했습니다. 특히 “미국은 한국에 전차 대대를 추가 전개하고, 2024년 한반도에 주둔하게 될 스트라이커 보병여단을 보강해야 한다”고 제언했습니다.

[벨 전 사령관] “With the escalating challenges our combined security alliance faces from an increasingly belligerent north Korea, 2024 will present the most serious threat to peace and stability on the Korean Peninsula since the north's sinking of the South's naval corvette Cheonan in 2010.

It is my fervent hope that both the Republic of Korea and the United States will recognize that this is the time to demonstrate enhanced Alliance strength and solidarity. Clearly, the United States needs to send a tank battalion to South Korea to fall in on prepositioned tank stocks and thus augment the Infantry Stryker brigade which will be on the peninsula for the greater portion of 2024. For their part, South Korean should execute a one-time enlistment extension to demonstrate its commitment to enhanced readiness.”

벨 전 사령관은 또한 “한국도 대비 태세 강화에 대한 강력한 의지를 보여주기 위해 한시적으로 병역 복무 기간을 연장해야 한다”고 말했습니다. 그러면서 “지속적인 평화와 안정을 보장하는 가장 좋은 방법은 미한 양국이 국민적 연대를 보다 공고히 하고, 지상군의 의지와 대비 태세를 보다 확고히 하는 것”이라고 말했습니다.

[벨 전 사령관] “The very best way to ensure continued peace and stability is for both Alliance members to stand together in public solidarity and simultaneously demonstrate enhanced military ground unit commitment and readiness.”

빈센트 브룩스 전 사령관은 “매년 미한 동맹은 북한의 지속적인 안보 위협에 직면해 더 강해지고 있다”면서 “동시에 더 복잡한 정치 경제적 상황에 직면해 있고, 이런 상황은 2024년에도 계속될 것”이라고 말했습니다.

브룩스 전 사령관은 한미동맹재단에 보낸 신년사에서 “한국전쟁의 피와 화염 속에서 구축된 미한 동맹은 양국이 발전하고 국민이 더 나은 새로운 세상에서 살 수 있도록 새로운 방안을 찾아가면서 진화해 왔다”면서 “미한 동맹이 1950년 안보 동맹에서 출발해 포괄적 글로벌 동맹으로 발전하면서 국제 질서에서 중요하고 영향력 있는 동맹으로 계속 남아있으리라 확신한다”고 말했습니다. 이어 “전 세계가 계속해서 미한 동맹을 존경하고 부러워할 수 있도록 동맹을 지지하는 모든 분들이 계속해서 동맹을 발전시켜 주기 바란다”고 당부했습니다.

[브룩스 전 사령관] “Each year the Alliance becomes stronger, facing continuous security threats from North Korea, while also encountering a more complex political and economic world. We may anticipate that the year 2024 will have the same characteristics.

The Alliance itself, forged from the blood and fire of the Korean War, continues to evolve as both nations mature and discover new ways to create a better world for the citizens of both countries.”

토마스 슈워츠 전 사령관과 제임스 서먼 전 사령관도 한미동맹재단에 보낸 신년 메시지에서 올해로 70주년을 맞은 미한 동맹을 더욱 굳건히 해나가자고 말했습니다.

1999년 말부터 2002년 5월까지 주한미군사령관을 역임한 슈워츠 전 사령관은 “세월이 빨리 지나다 보니, 인생에서 정말 소중한 것들에 대해 자주 생각하게 된다”며 “한국에서의 근무는 내가 영원히 소중히 여기는 삶의 경험 중의 하나”라고 말했습니다.

이어 “한국군과 함께 복무한다면 미한 동맹에 대한 그들의 헌신과 사랑, 자유와 조국에 대한 그들의 사랑을 이해하게 될 것”이라고 말했습니다. 그러면서 “새해를 맞아 이 놀라운 동맹에 대한 사랑과 헌신을 계속 이어 나가자”며 한국어로 “같이 갑시다”라고 말했습니다.

[슈워츠 전 사령관] “As the years pass so quickly, I often think about things I really value in my life. My years serving in South Korea (ROK/US ALLIANCE) is one of those life

2011년 7월부터 2013년 10월까지 주한미군사령관을 역임한 제임스 서먼 전 사령관은 “미한 동맹은 지난 70년 동안 한반도의 평화와 안보, 번영의 초석이었다”며 “이 위대한 유산을 이어가게 된 것을 자랑스럽게 생각한다”고 밝혔습니다.

이어 “미한 양국은 함께 많은 어려움을 극복하고 많은 목표를 달성했으며, 함께 역경에 맞서며 국민에게 더 나은 미래를 보장하기 위해 노력해 왔다”면서 “한반도뿐 아니라 전 세계의 평화와 안정, 번영을 위해 함께 계속 노력하자”고 말했습니다.

[서먼 전 사령관] “The ROK-US Alliance has been a cornerstone of peace, security, and prosperity in the region for 70 years, and we are proud to continue this legacy.

Together, we have overcome many challenges and achieved many milestones. We have stood side by side in the face of adversity, and we have worked together to build a better future for our people.
