¡ºDenouncing the Moon Jae-in Administration¡¯s Blatant Trampling of National Security¡»
President Moon Jae-in ratified the ¡°September 19 Pyeongyang Joint Declaration¡± and the ¡°Agreement on the Implementation of the Panmunjom Declaration in the Military Domain¡± during the meeting of the State Council on October 23. The Panmunjom Declaration and the Pyeongyang Joint Declaration not only violate the spirit and the fundamental principles of the Constitution of the Republic of Korea but are procedurally unconstitutional, and their ratification represents a unilateral and despotic decision in clear disregard of the people and their National Assembly.
Following his return on October 21 from an eight-day tour of Europe including participating in the 12th Asia-Europe Meeting (ASEM), President Moon mystified the Korean people by stating that his Korean peninsula peace process had received widespread support from European leaders, contrary to the actual reception received abroad.
Throughout the visit, President Moon attempted to convince each foreign leader to ¡°ease sanctions against North Korea¡±, with little success. In contrast, the 51 leaders of countries taking part in the ASEM Summit reaffirmed their commitment to adherence to UN Security Council sanctions on North Korea until the nation chooses to initiate procedures to implement complete, verifiable and irreversible dismantlement (CVID) of its nuclear program.
ASEM called upon North Korea to abandon not only its nuclear weapons but biological and chemical weapons and intercontinental ballistic missiles, and adopted a presidential statement denouncing the North Korean government¡¯s human rights violations against its own people. As a result, President Moon¡¯s servile diplomacy towards Kim Jong-un aimed at weakening sanctions against North Korea in Europe has fueled doubt on Korea¡¯s national identity among the international community.
With the North Korean government taking no concrete actions towards denuclearization, attempts to relax sanctions counteract North Korean denuclearization and amount to subversive action that aids North Korean possession of nuclear arms.
The Moon administration¡¯s actions to abet the rogue state of North Korea by breaking ranks from the great majority of normal nations to undermine the UN Security Council¡¯s resolutions for sanctions against North Korea, countering accepted international norms, thereby ignoring the positions of all nations who contributed to the United Nations Command in support of Korea and that of the United States as the sole signatory party of the armistice, representing all UN members and the Republic of Korea, as well as by forcing changes in the NLL environment, threaten to brand Korea as a violator of paramount international norms and severely undercut Korea¡¯s stature in the world.
The current government¡¯s bureaucratic body is failing to mount any resistance to such unconstitutional policy decisions that will impact the survival of our nation. They must realize that such behavior brings shame upon themselves for our future generations.
In light of these circumstances, former members of the foreign service who have toiled to raise Korea¡¯s national prestige and whose thoughts are foremost on the future of the Republic of Korea, in concern that the Moon administration¡¯s actions threatening diplomatic and national security are shaking the fundamental foundations of our nation, and to warn that sustaining such diplomatic self-sabotage will be met with serious resistance from the people, strongly urge the following.
1. Abolish the Panmunjom Declaration and the Pyeongyang Joint Declaration
- A week prior to the North-South Panmunjom summit meeting, Kim Jong-un declared during the April 20 Worker¡¯s Party meeting that ¡°nuclear weapons are a treasured sword that will guarantee prosperity and happiness for generations to come.¡±
- Such open statements by North Korea amount to a declaration of its intentions to first be acknowledged as a nuclear state before taking part in any denuclearization talks. However, the Moon Jae-in administration continues to corroborate North Korea¡¯s sham peace strategy with the April 27 Panmunjom Declaration and the September 19 Pyeongyang Joint Declaration, further degrading the Korean people¡¯s commitment to national security.
- A formal declaration of the end of the Korean War as prescribed in the Panmunjom Declaration must first be preceded by the clear admission by North Korea on its attack across the border as the cause of war as declared by UN Security Council Resolution 82, and solutions for assigning responsibility for repeated provocations as well as the for return of ROK Army prisoners of war and civilians held by North Korea, charges that the regime still denies.
- The United States being the sole signatory to the armistice representing UN member states as well as the Republic of Korea, any formal declaration of the end of the Korean War must take place with coordination and agreement with the U.S. A declaration that circumvents these processes is tantamount to challenging the UN¡¯s authority for collective security and colluding with the North Korean regime¡¯s scheming towards breaking apart the Korea-U.S. alliance.
2. Abolish the Inter-Korean Military Agreement.
- The ¡°Agreement on the Implementation of the Panmunjom Declaration in the Military Domain¡±, signed as a subsidiary agreement to the Pyeongyang Joint Declaration, is a unilateral measure that ignores the authority of the UN Command and an unconstitutional measure that surrenders Korea¡¯s national security sovereignty, and can only be interpreted as actions that intentionally impair our military¡¯s defensive capabilities. We thereby declare our support for the position taken on October 18 by the Society of Retired Generals regarding the agreement.
- Regarding the changes to the Northern Limit Line (NLL) and its environment, any measures related to the NLL that has been installed by the UN Command must be coordinated with prior agreement with the UN Command.
- We express our sincere concern for the effect of these changes on exacerbating the conflict in the region and undercutting our defensive posture for the metropolitan region, and strongly urge that these changes are immediately suspended.
3. Seize activities that subvert the Korea-U.S. Alliance, strengthen the Korea-U.S.-Japan security partnership framework
- Breaking the Korea-U.S. alliance in the name of ethnic reunification will make Korea the common enemy of not only the United States but the entire world, leading to serious censure from the international community.
- The Moon administration¡¯s stated intention to relax sanctions before denuclearization is a direct affront to the UN resolution backed by the international community that clearly states that ¡°no economic cooperation with North Korea can precede denuclearization¡±and will hobble negotiations on denuclearization between the United States and North Korea currently underway.
- The Moon administration has carried out a series of actions negatively impacting the Korea-U.S. alliance over the past year and a half, including delaying the deployment of THAAD, refusing to take part in the American missile defense system, and attempting to relax sanctions before clear North Korean denuclearization, thereby sowing distrust among the American people and their government on the true intentions of the Korean government.
- It must be reaffirmed that the Korea-U.S. alliance has served as the undisputable bedrock for preventing war on the Korean peninsula and for the development of Korea¡¯s economy following the Korean War, and the alliance should be further strengthened based on trust and policy cooperation between Korea and the United States.
- The anti-Japanese stance being taken by the Moon administration amounts to collaboration with the North Korean regime¡¯s strategy for eroding the Korea-U.S.-Japan partnership, which has provided strong support for Korea¡¯s national defense, growth and development.
- We urge the restoration of the Korea-U.S.-Japan cooperative framework, in which all partners share common values respecting democratic ideals, the market economy, and respect for human rights and the rule of law, in order to achieve a solution to the North Korea nuclear and human rights problems.
4. Save the people of North Korea from their shackles of despair
- The people of North Korea live under the constant fear of summary executions, with hundreds of thousands of people forced to live the lives of beasts in prison camps in what is undoubtedly the most gruesome dictatorship today. The three generations of the Kim regime have viciously trampled the lives of the people of North Korea under a crushing totalitarian rule that takes vile advantage of the power of fear.
- In adopting its resolution on the human rights situation in North Korea, the UN General Assembly has called for referring the party most responsible to the International Criminal Court, making clear the personal responsibility of Kim Jong-un in the human rights violations taking place in North Korea.
- We demand that the Moon administration promptly activate the North Korean Human Rights Foundation in accordance with the North Korean Human Rights Act passed in September of 2016, and raise the issue of North Korean human rights during dialogues with the North. It is the duty of the guardian of the Constitution of the Republic of Korea to continuously emphasize the issue of human rights to the North Korean regime and take a keen interest in this important issue.
The three generations of North Korea¡¯s hereditary regime have unerringly adhered to the principle of North Korean-led unification over the past 70 years. North Korea has not abandoned its goal of forceful reunification, holding fast to their propaganda that only when the Korean peninsula is united under the banner of the Workers¡¯ Party in a single government will there be peace.
In September, President Moon Jae-in of the ¡°South¡±, in blithely posing for a photograph with Kim Jong-un before a backdrop of the map of the Korean peninsula and the flag of the North Korean Workers¡¯ Party at the party headquarters, created an image of seemingly supporting a reunification under a federal system led by the North¡¯s Workers¡¯ Party.
The Moon administration is furiously bent on building an intimate relationship with our enemy, and the nation¡¯s military only looks upon the Blue House with timidity.
In light of this grave threat to national security that has befallen the Republic of Korea, we, as former members of the foreign service that have dedicated our entire lives to the betterment of our national interests, hereby declare before the people of the Republic of Korea that we shall strive to do our part in resisting the subversive machinations of the Moon administration and protect our nation in these trying times.
