워싱턴의 전문가들은 윤석열 한국 대통령을 겨냥한 야당의 특검법안에 대북전단 살포, 확성기 가동, 우크라이나 파병 등이 포함된 데 대해 이는 합법적인 안보 정책이며, 미한 협력에 부정적 영향을 미칠 수 있다고 지적했습니다. 대북 정보 유입이 미국과 한국이 공유하는 핵심 가치라는 점도 강조했습니다. 조상진 기자가 보도합니다.

브루스 클링너 헤리티지재단 선임연구원은 한국 야당의 새로운 내란 특검법안에 대북 전단 살포 확대 등 북한 관련 정책들이 포함된 것과 관련해 “합법적 외교 안보 정책과 위헌적 조치를 명확히 구분할 필요가 있다”고 지적했습니다.

[클링너 선임연구원] “We need to differentiate between activity which is unconstitutional from legitimate foreign security policies. It's very similar to the first, the impeachment motion, which included several paragraphs that were critical of President Yun's foreign and security policies, equating them to unconstitutional acts.”

클링너 선임연구원은 15일 VOA와의 통화에서 윤 대통령이 정책 추진 과정에서 위법한 행위를 저질렀다면 이에 대한 조사는 불가피하다고 말했습니다. 다만 한국 야당이 윤 대통령에 대한 지난 1차 탄핵안 발의 때와 마찬가지로 명백한 위헌 행위가 아닌 외교·안보 정책에 대한 관점의 차이를 문제 삼으려 한다면 검증의 초점을 흐리게 할 수 있다고 말했습니다.

앞서 한국 국회 더불어민주당 등 야 6당은 13일 윤석열 정부의 외환 행위 여부 수사를 추가한 두 번째 특검법안을 국회 법제사법위원회에서 통과시켰습니다. 특검법안에는 북방한계선(NLL) 공격 유도설, 북한 오물 풍선 원점 타격 검토설, 한국 무인기의 평양 상공 침투설, 대북 확성기 가동, 대북전단 살포 확대, 우크라이나 등 해외 분쟁 지역 파병 주장 등 6가지 사안이 수사 대상으로 포함됐습니다.

특검법안을 제출한 188명의 국회의원들은 “윤석열 정부가 북한과의 무력충돌을 유도해 한국의 대외 존립과 안전을 위협할 목적으로 전쟁을 촉발하려 했다”며 “이를 조사하기 위해 독립적 지위와 수사 역량을 갖춘 특별검사를 임명해 진상을 규명하고자 한다”고 법안 제안 이유를 밝혔습니다. 한국 국방부는 이날 입장문을 통해 "한국 군의 '9·19 군사합의 효력 정지'와 '대북 확성기 방송 재개'는 북한의 비인도적 도발에 대응하기 위한 지극히 정상적인 조치"라고 반박했습니다.

<“대북전단·확성기·우크라 파병…합법적 정책 결정”>

미국 전문가들은 6가지 수사 대상 중 통상적 심리전 대응에 해당하는 대북전단과 대북확성기 방송, 근거가 불명확한 우크라이나 파병 문제를 윤 대통령이 북한의 대응을 유발하려 했다고 야당이 주장하는 나머지 3개 행위, 즉 북방한계선(NLL) 공격 유도설, 북한 오물 풍선 원점 타격 검토설, 한국 무인기의 평양 상공 침투설과 분리해서 접근해야 한다고 지적했습니다

시드니 사일러 전 미 국가정보위원회 북한 담당 정보분석관은 특검 수사 대상에 대북전단 확대, 확성기 가동, 우크라이나 파병을 포함한 것은 ‘불필요한 안보 논쟁’을 초래할 수 있다고 지적했습니다.

[사일러 전 분석관] “Loudspeakers and leaflets because we know these are two areas that North Korea despises because they provide freedom and information and hope into North Korea, certainly areas that one can imagine advocating. And the idea of sending troops to Ukraine, you know, in order to defend democracy and respond to North Korea's aggression working with Russia to try to advance these illegitimate revisionist goals in Moscow you know, obviously something that requires consideration.

이어 “북한이 경멸하는 두 영역인 확성기와 전단은 북한 내부로 자유와 정보, 희망을 전달하기 때문에 중요하다”면서 윤 정부가 이같은 조치를 취한 것은 “옹호할 수 있는 영역”이라고 말했습니다.

또한 우크라이나 파병 관련 문제도 민주주의를 수호하고 러시아와의 협력을 통해 불법적인 수정주의 목표를 추진하려는 북한의 침략에 대응하기 위한 조치로 평가했습니다. 그러면서 “그것들은 완전히 합법적인 정책 결정”이었다며, 북한의 위협으로부터 안보를 수호하기 위해 윤석열 정부가 선택한 접근 방식이라고 진단했습니다.

[사일러 전 분석관] “That is a perfectly legitimate policy decision to be made. If a progressive, the president down the road were to decide the best way to ensure that waste balloons are not launched by North Korea is to take active measures to turn off loudspeakers and discourage leaflet launches by civilian organizations a perfectly legitimate policy choice.”

사일러 전 분석관은 진보 정부가 북한 도발을 막기 위해 대북 확성기 가동 중단과 민간 단체의 전단 배포를 제한하는 조치를 취하는 것이 합법적 정책 선택이 될 수 있는 것과 같은 이치라고 설명했습니다. 그러면서 정책에 대한 선호나 비판은 가능하지만, 두 접근법 모두 북한의 안보 문제를 해결하기 위한 노력이라는 점에서 이해돼야 한다고 말했습니다.

<“우크라 파병, 근거 약해…지원 논의 약화 우려”>

윤석열 정부가 우크라이나 등 해외 파병을 고려했다는 내용이 특검의 수사 대상에 포함됐지만, 근거가 빈약하다는 지적도 나옵니다. 한반도 전문가인 제레미 챈 유라시아그룹 선임분석가는 VOA와의 화상 통화에서 “한국과 미국 정부 당국자들과의 대화를 바탕으로 이해한 바로는 한국이 시도했던 것은 북한과 러시아 간 추가적 안보 협력을 막으려던 것”이라면서 한국이 우크라이나 파병이나 직접 무기 제공 대신 간접 지원을 통해 북한을 자극하지 않고 대응하려 했다고 지적했습니다.

[챈 선임분석가] “My understanding of this based on conversations I've had with folks in the Korean government and here in Washington as well is that what South Korea is trying to do is to prevent further security cooperation between North Korea and Russia. Whether that means things like supplying weapons, directly, supplying troops directly they feel like they're reacting, not provoking North Korea on any of those fronts. And if anything, I think the general feeling in Washington and Europe is that South Korea has actually talked a lot more than it's actually done vis a vis providing weapons, anti-aircraft, canine, high waters, etcetera to Ukraine directly or providing troops. There have been no troops that have been provided. I think there's been some military intelligence folks that have helped out with some of the sort of, you know, translation exercises etcetera maybe targeting certain North Korean detachments within Kusk but I don't think there has been a large scale deployment. So in other words, the rhetoric, so the actions haven't matched the rhetoric. So in other words, I don't think it would be fair in this particular instance to blame Yun for trying to provoke a North Korean reaction.”

전문가들은 대북전단 살포나 확성기 가동이 대북 정보 유입이라는 미국 정부의 주요 정책 방향과도 맞닿아 있다며, 이를 특검법안 수사 대상에 포함시킨 한국 야당의 행보가 관련 미한 협력에 부정적 영향을 미칠 수 있다는 점을 지적했습니다.

[맥스웰 부대표]“Those who are concerned with the ROK-US Alliance and security of South Korea and the United States would oppose this, and it is really dangerous to South Korea and the ROK- US Alliance. This kind of thinking goes against all that we stand for as our shared values between South Korea and the United States that of freedom, dignity, human rights for all. South Korea needs to send information into the North the United States needs to send information into the North. The civil societies of the international community need to send information into the North.”

데이비드 맥스웰 아태전략센터 부대표는 15일 VOA와의 전화통화에서 이번 특검법안이 미한동맹에 위험을 초래할 수 있다고 우려했습니다. 맥스웰 부대표는 “이러한 생각은 미국과 한국이 공유하는 자유, 존엄성, 그리고 모든 사람을 위한 인권이라는 가치에 반하는 것”이라고 지적하고, 한국과 미국이 북한에 정보를 유입하는 활동을 지속적으로 장려해야 한다고 덧붙였습니다.

미 육군 심리 작전 장교 출신이자 주한미군사령부 심리작전 책임자를 지낸 기티퐁 파루샤부터 애틀랜틱카운슬 선임연구원도 대북 확성기 방송이 북한 주민들과 소통하는 데 있어 “위험성이 낮고 효과적인 도구”라고 설명했습니다.

[파르샤부터 선임연구원] “Absolutely, it’s a critical capability. It’s a low-risk capability that when we want to communicate to North Koreans, not just soldiers, but anybody within audio range. And I say low risk, because it doesn’t really put Korean soldiers’ lives at risk.”

대북 확성기 방송과 전단 등 정보 유입이 북한 정권의 도발과 거짓 선전에 효과적으로 대응할 수 있는 강력한 수단이라는 지적은 앞서 여러 차례 미국 정부 고위관리들에 의해 제기된 바 있습니다.

제임스 클래퍼 전 미국 국가정보국장은 재임 시절인 지난 2016년 미국외교협회 강연에서 “미국이 훌륭한 무기인 정보를 활용하지 않고 있는 점이 다소 신경에 거슬린다”며 “정보야말로 북한이 매우 우려하는 것”이라고 지적했었습니다.

[클래퍼 국장]“What does bother me a bit is that we don’t capitalize on our great weapon, which is information. And that’s something they worry about a lot. And their reaction to the loudspeakers being activated along the DMZ or the dropping of leaflets by NGOs over North Korea, and they go nuts when that happens. And so that is a great vulnerability that I don’t think we have exploited.”

클래퍼 당시 국장은 “비무장지대를 따라 대북 확성기 방송을 하거나 민간단체들이 전단을 북한에 떨어뜨리면 그들(북한 지도부)은 완전히 미쳐버린다”면서 “정보 유입은 우리가 활용하지 않고 있는 큰 취약점”이라고 말했습니다.

<“대북전단·확성기, 실효성 의문…정보 전달 수단 많아”>

일부 전문가들은 대북확성기 가동과 대북전달 살포의 효용성에 의문을 제기하며, 의도와 관계없이 이런 조치들이 불필요한 한반도 긴장을 조성하는 측면이 있다고 지적합니다.

에반스 리비어 전 국무부 수석부차관보는 VOA와의 전화 통화에서 “확성기를 사용해 북한에 방송하는 것이 적절하고 필요하며 유용한지 여부에 대한 의문이 있다”며 “북한 주민들에게 정보를 전달할 수 있는 방법은 많다”고 말했습니다.

[리비어 전 수석부차관보]“The narrower question is whether it is appropriate and necessary and useful to broadcast using loudspeakers into North Korea. There are lots of ways to get information to the North Korean people.

I've mentioned some of them but over the years a lot of things have been done to get information North Korean into the North Korean population both from the South and over the Chinese border dropping telephones, providing sim cards and things like that. Balloons have been used, radio broadcasts have been used, attempted television broad there are a whole range of these things that could be done.

And for the South Korean government, the question has always been what is the most effective technique or what are the most effective techniques? And are any of the things that South Korea or others would do, might do that could provoke a violent or confrontational response by North Korea? And that's a judgment that every Korean administration has had to make at one point or another.”

리비어 전 부차관보는 지난 몇 년간 남북 접경과 북중 국경 지역에서 북한 주민들에게 정보 전달을 위해 대북 전단 살포와 휴대용 통신 기기 전달, 라디오 및 TV 방송을 시도한 것을 예로 들었습니다.

그러면서 미국은 동맹인 한국을 지원하고 북한의 도발과 공격으로부터 방어하는 역할을 맡고 있으며, 대북 정보 유입이라는 핵심적 가치를 함께 공유하고 있는만큼, 미한 양국 정부가 어떤 것이 최선인지에 대해 함께 판단하고 결정해야 한다고 강조했습니다.

로버트 매닝 스팀슨센터 선임연구원도 대북 정보 유입 필요성에는 동의하면서도 확성기 방송에는 우려를 나타냈습니다.

[매닝 선임연구원] “All means of exporting information into North Korea are not equal. Loudspeakers are a crude, inefficient, and provocative way of doing so that will only result in North Korea escalating tensions.”

매닝 선임연구원은 “북한에 정보를 보내는 모든 수단이 동일한 것은 아니며, 확성기는 조잡하고 비효율적이며 도발적인 방법”이라고 지적하면서, 이는 북한과의 긴장을 초래하는 결과만 가져온다고 말했습니다.
