미국 국무부는 한국이 대통령 탄핵 절차에 돌입한 것과 관련해 한국의 법치와 민주주의를 계속 지지할 것이라고 밝혔습니다. 핵심 가치를 공유하는 미국과 한국의 관계는 특정 대통령이나 정부를 초월한다고 강조했습니다. 함지하 기자가 보도합니다.

베단트 파텔 국무부 수석부대변인은 5일 브리핑에서 한국 국회 야당이 윤석열 대통령에 대한 탄핵소추안을 제출한 것과 관련해 “탄핵은 한국 내부의 절차”라며 “우리는 이 절차가 한국 헌법에 따라 다뤄질 것으로 예상한다”고 말했습니다.

[파텔 부대변인]“The impeachment process that you mentioned, that is an internal process within the ROK which we expect will be handled in accordance with the ROK Constitution. We continue to support the rule of law and democracy in the ROK, which we think are the foundational pillars of our alliance.”

이어 “우리가 동맹의 근본적 기둥으로 생각하는 한국의 법치와 민주주의를 계속 지지할 것”이라고 밝혔습니다 .

<“해답 찾아야 할 질문 많아”>

파텔 부대변인은 ‘한국의 비상계엄 발령과 해제 상황과 관련해 한국 측과 대화를 했느냐’는 질문에는 “비공개로 진행된 외교적 대화는 공개하지 않겠다”라면서도 “우리는 미국과 서울에서 한국의 대화상대와 계속 소통하고 있다”고 거듭 확인했습니다.

[파텔 부대변인]“So, I'm going to keep private diplomatic conversations private. But we have continued to engage with their appropriate counterparts of ROK both here in the United States and in Seoul. I don't have any specific calls to read out, but to take a step back, you know, we're concerned about the situation we saw unfold earlier this week on December 3rd. There are many questions that need to be answered regarding the decisions surrounding those developed. We're encouraged by the democratic resilience of the Republic of Korea during a period of testing and candidly uncertainty. And we're continuing to expect that the Republic of Korea's democratic system and democratic process will prevail and most importantly, we reaffirm the accomplishments we've made in our bilateral relationship. And we'll continue to advance all the priorities with the ROK as well as advance our robust trilateral partnership with Japan as well.”

다만 “한 걸음 물러서서 보자면 우리는 12월 3일 발생한 상황에 대해 우려한다”며 “이번 사태를 둘러싼 결정과 관련해 답을 찾아야 할 많은 질문이 있다”고 강조했습니다.

앞서 윤 대통령은 한국 시각으로 3일 오후 10시20분경 긴급 담화에서 “북한 공산세력의 위협으로부터 자유대한민국을 수호하고 우리 국민의 자유와 행복을 약탈하고 있는 파렴치한 종북 반국가 세력들을 일거에 척결하고 자유 헌정질서를 지키기 위해 비상계엄을 선포한다”고 밝혔습니다. 그러나 한국 국회가 4일 새벽 1시경 재적 의원 300명 중 재석 190명 만장일치로 비상계엄 해제 요구 결의안을 가결하자 이를 해제했습니다.

파텔 부대변인은 “우리는 시련과 불확실성의 시기에 한국이 보여준 민주적 회복력에 고무돼 있다”면서 “우리는 한국의 민주적 체계와 절차가 승리할 것으로 계속 기대하고 있다”고 파텔 부대변인은 말했습니다.

<“미한일 파트너십 계속 발전시킬 것”>

이어 “가장 중요하게는 우리가 양자 관계에서 이룬 성과를 재확인한다”며 “우리는 한국과의 모든 우선 순위를 진전시키고, 일본을 포함한 3국 파트너십도 발전시켜나갈 것”이라고 덧붙였습니다.

파텔 부대변인은 “한국과의 관계, 동맹, 파트너십은 양국의 특정 대통령이나 정부를 초월한다”면서 “이 관계는 공화당이나 민주당, 미국 정부의 각기 다른 행정부를 초월한 동맹이자 파트너십이고, 이는 한국 입장에서도 마찬가지”라고 말했습니다.

[파텔 부대변인]“Most importantly, this relationship, this alliance, this partnership that we have with the Republic of Korea, it transcends any particular President or government on both sides of the Pacific Ocean. This is an alliance and partnership that has transcended Republicans, Democrats, different administrations in our government, and as continues to be the same in the Republic of Korea. So, what this is about is our shared values, our shared values of a free and open Indo Pacific and our shared values of managing our relationship responsibly with the PRC, our shared value of the complete denuclearization of the Korean Peninsula. Those are some of the values that we share that we think that are at the heart of our relationship. And we will continue to pursue those and work hand in hand on those issues.”

이어 “이것이 의미하는 것은 공동의 가치, 즉 자유롭고 개방된 인도태평양이라는 공동의 가치와 중국과의 관계를 책임감 있게 관리한다는 공동의 가치, 한반도의 완전한 비핵화라는 공동의 가치”라면서 “이는 우리가 양국 관계의 핵심이라고 생각하는 것들”이라고 부연했습니다. 그러면서 “우리는 계속해서 이러한 가치를 추구하고 이들 사안에 대해 함께 노력할 것”이라고 파텔 부대변인은 강조했습니다.
