유엔총회 제3위원회가 20년 연속 북한의 심각한 인권 상황을 규탄하는 결의안을 채택했습니다. 미국과 한국, 유럽연합을 비롯한 각국은 김정은 정권 아래 주민들의 인권이 더욱 탄압받고 있다며 국제사회의 관심을 촉구했습니다. 북한은 서방 국가들이 ‘인권 심판관’을 자처한다며 반발했습니다. 함지하 기자가 보도합니다.

유엔총회 제3위원회는 20일 북한의 인권 상황을 규탄하는 ‘북한인권결의안(L34)’을 표결 없이 합의(컨센서스) 방식으로 채택했습니다.

<북한인권결의안 표결 없이 통과>

3위원회를 이끌고 있는 부룬디의 제피린 마니라탕가 의장은 이날 오전 회의에서 결의안 채택에 대한 이의가 없음을 확인한 뒤 채택을 공식화했습니다.

[마니라탕가 의장(영어 통역)]“May I take it that the committee wishes to adopt draft resolution L34? I hear no objection. It is so decided.”

이에 따라 북한인권결의안은 2005년 이후 20년 연속 제3위원회를 통과하게 됐습니다. 북한 등 일부 반대국들은 표결로 갈 경우 결의안에 대한 압도적인 찬성을 우려해 투표를 요청하지 않았습니다. 이는 최근 8년간 이어진 관행으로, 3위원회는 지난 2016년부터 컨센서스 방식으로 북한인권결의안을 채택하고 있습니다.

결의안 초안은 유럽연합이 작성했으며, 미국과 한국을 포함한 46개국이 공동제안국으로 참여했습니다. 이날 추가로 15개국이 동참하면서 최종 61개국이 이름을 올렸습니다.

<“자국민 복지보다 불법 무기 개발 몰두”>

올해 결의안은 북한 정권이 자국민의 안위를 외면한 채 불법 무기 프로그램 개발을 우선시한다고 비판했습니다.

[결의안]“Condemning the Democratic People’s Republic of Korea for continuing to divert its resources into pursuing its unlawful nuclear weapons and ballistic missile programmes over the welfare of its people, and emphasizing the necessity for the Democratic People’s Republic of Korea to respect and ensure the welfare and inherent dignity of the people in the country”

특히 “북한이 자국민의 복지보다 불법적인 핵무기와 탄도미사일 프로그램을 추구하는 데 자원을 계속 전용하는 것을 규탄하며, 북한이 자국민의 복지와 고유한 존엄성을 존중하고 보장해야 할 필요성을 강조한다”는 내용을 담았습니다. 결의안은 또한 “인도주의 상황 악화와 이에 따른 북한 내 인권 상황에 미치는 악영향을 심각하게 우려한다”고 지적했습니다.

북한 정부에 대해서는 “모든 납북자, 억류자, 미송환 전쟁 포로의 즉각적인 송환을 보장하는 것을 포함해, 이들의 소재를 성실하고 투명한 방식으로 명확히 밝힘으로써, 국제적으로 중대한 우려 사안인 이 문제를 시급히 해결할 것을 강력히 촉구한다”고 강조했습니다.

[결의안]“In this regard strongly urges the Government of the Democratic People’s Republic of Korea to engage in constructive dialogues with the parties concerned and to urgently resolve these issues of international grave concern, by clarifying their whereabouts in good faith and in a transparent manner, including by ensuring the realization of the immediate return of all abductees, detainees and unrepatriated prisoners of war”

아울러 “지난 2024년 1월 북한이 한국과의 통일을 더는 추구하지 않겠다고 발표한 이후 이산가족을 포함한 인권 상황에 미칠 악영향에 우려한다”는 점도 포함됐습니다.

<북한 “결의안은 정치적 음모” 반발>

유럽연합 대표로 나선 헝가리 대표는 결의안 채택에 앞서 “(이번 결의안은) 지난 20년 동안 매년 제시된 일련의 결의안 중 가장 최신의 것일 뿐”이라며 “안타깝게도 북한의 인권 상황은 여전히 매우 심각한 우려 사항으로 남아있다”고 밝혔습니다.

[헝가리 대표]“This is just the latest in a line of resolutions presented every year for the past 20 years. Unfortunately, in all that time, the ‘Situation of human rights in the Democratic People’s Republic of Korea’ has remained a matter of very serious concern. Today it demands our attention more than ever.”

이어 “지금은 그 어느 때보다 우리의 관심이 필요하다”며 북한인권결의안에 대한 지지를 호소했습니다.

반면 김성 유엔주재 북한대사는 결의안을 “단호히 배격한다”며 이는 “북한의 존엄을 헐뜯고, 북한의 사상과 제도를 노골적으로 부정하려는 불순한 목적으로 조작된 정치적 음모의 문건으로, 진정한 인권 증진과 보호와는 아무런 관계가 없다”고 반박했습니다.

[김성 대사]“The delegation of the DPRK categorically rejects the "draft resolution on the situation of human rights in the DPRK" submitted by EU to this meeting, denouncing it as a document of political plot fabricated for the ulterior purpose of defaming the dignity of the DPRK and negating its ideology and system outright, with no bearing on the promotion and protection of genuine human rights. The anti-DPRK "draft resolution on human rights" tabled by EU every year at the instigation of the U.S. is a false paper worthy of no deliberation at all as it is full of fabrication and falsehood.

그러면서 “미국의 사주에 따라 매년 유럽연합이 상정하는 반북 인권 결의안 초안은 조작과 거짓으로 가득 차 있어 심의할 가치가 전혀 없는 허위 문서”라고 주장했습니다. 또한 미국 등 서방 국가에 인종 차별 등 인권 침해 사례가 만연하다며 “이들 나라들이 마치 ‘인권 심판관’을 자처하며 다른 나라의 인권 문제를 거론하고, 결의안 초안을 제출하는 것은 인권을 조롱하고 국제사회를 기만하는 행위”라고 말했습니다.

<국제사회, 북한 규탄에 한 목소리>

결의안 채택 후 미국을 비롯한 각국은 북한 정권의 심각한 인권 침해를 규탄했습니다. 미국의 딜런 랭 제3위원회 고문은 “유엔 북한인권 조사위원회(COI) 보고서가 나온 지 10년이 지난 지금, 김정은은 인권을 더욱 제한하고 처벌을 강화하는 조치를 취하고 있다”며 “여기에는 인권과 기본적 자유를 행사한 아동에 대한 가혹한 처분이 포함된다”고 말했습니다.

[랭 고문]“Ten years after the report of the Commission of Inquiry on the situation of human rights in the DPRK, Kim Jong Un has taken steps to further restrict the enjoyment of human rights and has increased penalties, including applying harsh punishments on children for exercising their human rights and fundamental freedoms. During the DPRK's universal periodic review earlier this month, Member States raised a range of ongoing human rights abuses and violations, including enforced disappearances, including of foreign nationals, forced abortions, sexual violence, the mistreatment of individuals involuntarily repatriated to the DPRK from the PRC and Russia, arbitrary detention, torture and lack of political freedoms.”

이어 “이달 초 진행된 북한 인권에 대한 보편적 정례검토(UPR)에서 이사국들은 외국인을 포함한 강제 실종과 강제 낙태, 성폭력, 중국과 러시아에서 비자발적으로 북한으로 송환된 개인에 대한 학대, 자의적 구금, 고문, 정치적 자유 결여 등 다양한 인권 침해와 유린 문제를 지속적으로 제기했다”고 덧붙였습니다.

또한 최근 러시아로 자국 군인을 파병한 북한이 이 문제를 주민들에게 숨긴 사실을 지적하며 “이는 북한 정권이 자국민에 대해 책임감 없이 행동하는 또 다른 사례”라고 비판했습니다.

[랭 고문]“The deployment of DPRK troops to fight alongside Russian forces in Russia's war of aggression against Ukraine while keeping the deployment hidden from DPRK citizens is another example of the DPRK government acting without accountability to its own people.”

한국의 김상진 유엔주재 차석대사는 “20년 연속 채택된 북한인권결의안에 대한 압도적인 지지에 주목하면서, 북한이 유엔총회의 지속적인 우려와 개선 요구에 귀를 기울일 것을 촉구한다”고 말했습니다.

[김상진 차석대사]“Noting overwhelming support for the resolution, which has been adopted 20 years in a row, my delegation urges the DPRK to heed the GA's ongoing concerns and it's called for improvements. It is with a heavy heart, however, that there has been no, no improvement, but rather deterioration in North Korea, systematic, widespread and gross human rights violations, which amount to crimes against humanity…”

이어 “(북한 인권에) 아무런 개선이 없다는 사실에 무거운 마음을 금할 수 없다”며 “오히려 북한의 상황은 악화되고, 반인도적 범죄에 해당하는 조직적이고 광범위하며 심각한 인권 침해가 발생하고 있다”고 지적했습니다.

러시아와 쿠바, 이란, 니카라과, 벨라루스 등 북한의 우호국들은 이번 결의안에 제동을 걸진 않았지만, 북한 등 특정국을 겨냥한 결의안에는 반대한다는 입장을 밝혔습니다. 러시아 대표는 “특정 국가의 인권 상황에 대한 일방적인 결의안 초안을 선별적으로 검토하는 관행을 지지하지 않는다”고 말했습니다.

[러시아 대표(영어 통역)]“We do not support the practice of considering selective one-sided draft resolutions on the situation with human rights in specific countries. We believe such resolutions to be a tool for exerting pressure which only lead to confrontation between states, a clear example of such an instrument of pressure and interference in the domestic affairs of a state is the resolution that we have just considered.”

이어 “그러한 결의안은 국가 간의 대립을 초래하는 압력 행사 도구라고 생각한다”며 “그러한 압력의 도구이자 한 국가의 내정 간섭의 명백한 예가 바로 우리가 방금 다룬 (북한인권) 결의안”이라고 주장했습니다.

한편 3위원회를 통과한 북한인권결의안은 다음 달 유엔총회 본회의를 거쳐 최종 확정됩니다. 유엔총회는 지난해 12월에도 북한인권결의안을 합의(컨센서스) 방식으로 채택했었습니다.
