1. A popular uprising always leads to serious side effects. The April 19 Revolution in 1960 led by labor and student groups, which overthrew the autocratic First Republic of South Korea under Syngman Rhee, sowed the seeds of the May 16  military coup d'état the following year. After Rhee stepped down, the Cabinet revised the Constitution, while the Democratic Party swept ensuing elections, only to be plagued by an internal schism. During that time, left-wing revolutionaries resumed their activities, while the economy worsened and public order deteriorated, prompting the public to seek military intervention. The military, in particular, fresh from battling communist forces, grew extremely jittery over the state of the nation and instigated a military coup d'état led by elite officers centering around Park Chung-hee and Kim Jong-pil seeking to reform their country. All of these events took place in the course of just a year and one month.

2. During the Arab Spring uprisings in January of 2011, Egyptian President Hosni Mubarak stepped down ending 30 years of autocratic rule. A popular uprising had succeeded in Egypt. Elections were held under a revolutionary atmosphere resulting in the fundamentalist Muslim Brotherhood taking power and Mohamed Morsi was sworn into office. After the Morsi administration began to pursue ideological policies, mainstream voters felt threatened and launched anti-government protests. And in August of 2013, Muslim Brotherhood supporters clashed on the streets of Cairo with anti-government protesters. Egypt¡¯s Defense Minister Abdel Fattah al-Sisi used the clashes as an opportunity to launch a coup d'état. As a result, 1,000 people died on a single evening. Al-Sisi eventually became president and has been ruling Egypt with an even stronger iron fist than Mubarak, driving the country¡¯s economy to ruin. This is happening just two-and-a-half years after the Arab Spring uprisings.

3. If Park steps down, we must elect a new president within 60 days, while the prime minister leads the country on her behalf. The public will also be left scratching their heads as they are forced to head to the polls to vote for candidates whose policies they have not had enough time to digest, let alone verify.

4. What will happen over this 60-day period? Prosecutors will investigate Park followed by another probe by an independent counsel. Former president Park will end up being questioned as a crime suspect. Calls for Park¡¯s resignation will turn into calls for her arrest. The opposition parties have joined forces with the pro-North Korean Unified Progressive Party, which was disbanded after being accused of promoting North Korean ideology and attempting to overthrow the government, while forces that are opposed to the deployment of the Terminal High-Altitude Area Defense battery on the Korean peninsula have taken center stage and they will attempt to mark the day Park steps down as a major milestone of the public uprising, tantamount to the April 19 uprising and attempt to link this spirit with the ensuing presidential election. 5. The ensuing presidential election will be both chaotic and brutal. We will witness opposition protests against nominated candidates. If a candidate who is against our Constitution and values is elected president and he or she takes an anti-American, pro-North Korean and pro-Chinese stance, the military will face a dilemma. When this happens, anti-communist group, which have remained quiet so far, will take action. We will see a repeat of the events that ensued in Egypt.

6. The core of democracy is to ensure that the terms of presidents or lawmakers are upheld. Just as it would be impossible for the entire National Assembly to step down and for general elections to be held again because a few lawmakers were arrested, shortening the tenure of a president would weaken the very foundation of democracy if the corruption charges are not serious enough to damage the fundamentals of the democratic system or political structure. Moreover, Park has acknowledged her shortcomings and agreed to be questioned by prosecutors after sacking her entire presidential secretaries. She has also pledged to let a prime minister recommended by the National Assembly to manage domestic affairs.

7. The president must not follow what the news media and opposition parties tell her to do. She must have her own schedule. She must bide her time in order for the public to regain their ability to think objectively. The fog must clear first. Wielding swords in a thick mist will result in innocent people getting injured. We must wait until the fog clears and the sun returns to reveal the truth. Our country has the strength and energy to wait. We are not like Egypt. We cannot afford to have our president step down after trying her in the court of public opinion and following pressure from a public uprising. Those who attempt to do this are forces bent on destroying democracy.

9. The path to impeaching Park remains open. We even have a precedent when Roh Moo-hyun faced impeachment. If two thirds of the National Assembly votes in favor of impeachment, the president's functions are suspended, while the prime minister leads the nation. The Constitutional Court rules on the impeachment bill presented by the National Assembly. If six out of nine judges at the Constitutional Court support impeachment, then the president is removed from office. At the crux of the decision to impeach Park is whether her offenses are serious enough to damage the democratic legitimacy bestowed upon her through fair elections and whether the offenses are grave enough to tolerate the side effects resulting from her impeachment.
