11일~13일 영국에서 개최된 G7 정상회의 마지막 날 채택한 공동성명에서 한반도의 완전한 비핵화와 북한의 불법적 대량살상무기, 탄도미사일 프로그램에 대한 검증 가능하고 불가역적인 포기(“We call for the complete denuclearisation of the Korean peninsula and the verifiable and irreversible abandonment of the Democratic People’s Republic of Korea’s (DPRK) unlawful weapons of mass destruction and ballistic missile programmes in accordance with all relevant UN Security Council resolutions.”)뿐만 아닌 인권 존중과 납치자 문제 해결에 나서기를 촉구하였다.(We once again call on DPRK to respect human rights for all and to resolve the issue of abductions immediately.“)
G7 정상회의에 앞서 외교 분야 이슈 협의를 위해 5월에 열린 G7 외교부 장관 회의 공동성명에는 더욱 구체적으로 한반도 비핵화 대신 북한 비핵화임을 명기하였으며(“We call on the DPRK to refrain from provocative actions and to engage in a diplomatic process with the explicit goal of denuclearisation.”) 북한의 정치범수용소를 비롯한 심각한 북한인권 문제에 대한 우려를 표명하였다.(“We remain gravely concerned about the documented accounts of human rights violations and abuses in the Democratic People's Republic of Korea (DPRK), including in the regime’s extensive network of political prison camps.”)
이로써 문재인 대통령은 한미 정상회담 공동성명과 더불어 초대를 받고 참석한 G7 정상회의에서도 북한인권 개선 요구가 담긴 공동성명서가 발표되었다. G7 정상회의로 떠나기 전 강조한 한반도 평화프로세스는 어디에서도 찾아볼 수 없었다. 문재인 정부는 국제사회의 냉엄한 대북 문제 인식을 깨닫고 국제사회와 보조를 맞추어 북한 비핵화와 인권 개선에 나서야 한다.
지금처럼 정부가 보편적 인권을 다루는 유엔에서 3년 연속 북한인권결의 공동제안국 불참, 대북전단금지법 강행 채택, 북한인권법 사문화 비판을 받는다면 앞으로도 ‘한반도 평화프로세스’에 대해 진심으로 공감을 표시할 나라는 찾기 어려울 것이다. 한반도 평화프로세스를 재개하려고 한다면 우선 북한인권법의 핵심인 북한인권재단 출범, 북한인권대외직명대사 임명, 북한인권 공식보고서 발간부터 해야 할 것이다.
