여행 중 만난 사람들 (250) -국가적 위기에도 주인의식 없는 국민 자고 나면 놀라운 뉴스가 쏟아진다. 세계는 물론 국내도 요동친다. 격동(激動)의 시대란 말이 더욱 실감 나는 하루하루다. 아니 생각해 보니 평생 그런 시대를 살아온 것 같다. 6·25남침 이전의 세대로서 그렇다. 미국이 일본에 두 개의 원폭(原爆)을 투하했다. 얼떨결에 해방된 조선인들, 비몽사몽(非夢似夢) 간에 북·중·소의 6·25 남침을 당하고, 미군과 유엔군의 도움으로 가까스로 공산화를 막았다. 미국이 보내 준 엄청난 규모의 경제 원조와 군사 원조로 경제성장을 이뤘다. 그 와중에 4·19가 터지고 5·16이 발발하고 10·26사태, 5·18과 IMF위기, 전직 대통령 全斗煥 盧泰愚 李明博 朴槿惠 투옥(投獄) 그리고 현직 尹錫悅 대통령 탄핵(彈劾) 등 한 치 앞을 내다볼 수 없는 오리무중(五里霧中)의 시대다.

국제사회 역시 한국 전쟁 후 시계(視界) 제로다. 베트남 전쟁, 베를린 장벽 붕괴, 소련 해체, 냉전 시대 종료, 동유럽 공산권의 민주화, 세계화 열풍, 중공 WTO 가입, 9·11 테러, 글로벌 금융위기, 일본 경제력 퇴조, 중공 경제력 강력 부상, 시진핑의 중국몽으로 세계 긴장, 미-중 대립, 러-우 전쟁, 이-하마스 전쟁, 이-레바논, 이란, 시리아 전쟁, 푸틴의 핵전쟁 발언과 시진핑의 대만 무력 통일론으로 제3차 대전 위기론 확산 등 아차 하면 지구촌이 날아갈 판이다. 그런데도 한국은 조선조(朝鮮朝)가 그러했듯이 사색당파(四色黨派), 연작처당(燕雀處堂), 연목구어(緣木求魚)로 날 샌다. 무책임 무능력 남 탓하는 노예근성의 표본, 오불관언(吾不關焉) 태도 그 자체다.

이는 100년 전, 200년 전에도 그랬다. 청(淸)의 위안스카이가 말을 타고 궁궐(宮闕)로 제 맘대로 드나들며 고종(高宗)에게 삿대질하고 온갖 내정(內政) 간섭을 하고 급기야는 고종을 폐위(廢位)하려고 해도 모든 신하(臣下)도 그 잘난 문관(文官)도 양반들도 다 남의 일 보듯 했다. 모택동과 스탈린이 김일성과 모의해 남침(南侵)해도 몰랐다. 영국 해군이 130년 전에 거문도(巨文島)를 2년 동안 불법 점거해도 전혀 몰랐다. 아니 알려고 하지도 않았다. 중국 어선(漁船)들이 우리 영해인 서해(西海)에서 불법으로 조업(操業)해도, 중·러 군용기들이 동해의 한국방공식별구역에 무단 침범해도 매한가지다. 관심 없다. 노예근성(奴隷根性) 즉 주인 의식이 없기 때문이다. 문제는 그 열등유전자(劣等遺傳子)가 지금, 이 순간에도 계속되고 있다는 것. 예외가 있다. 일본(日本)이다.

1950년 1월, 미국이 애치슨 라인을 발표하자 곧 북괴는 남(南)으로 밀고 내려왔다. 최근 미국은 신(新) 애치슨 라인을 발표할 것 같다. 이에 대한 大韓民國의 대책은 과연 무엇일까? 아니 대응책이 있기나 하는 걸까? 내가 보기엔 국민도 정치인도 아니 군인도 아무도 관심 없는 것 같다. 무슨 배짱인지 모르겠다. 또 남의 나라가 도와줄 것으로 믿고 있다? 착각도 유분수(有分數)지! 암튼, 각자도생(各自圖生)하란 말이 빈말은 아닌 것 같다.

문득 마키아벨리가 생각난다. “국가는 질서에서 무질서로 이행하며 그런 다음에는 무질서에서 다시 질서로 되돌아온다. 유능함은 침묵을 낳고, 침묵은 나태를 낳는다. 나태는 무질서를 낳고, 무질서는 파괴와 파멸을 낳는다. 그리고 같은 방식으로 폐허로부터 질서가 생기고, 질서로부터 능력과 유능함이 생기고, 마지막으로 영광과 행운이 생긴다.”

People met on my backpacking (250) - the cause of Korea's vicious circle

It's a sequence of conflicts. It makes both the globe and the nation worried. Come to think of it, I believe I have lived in such a period my entire life. The world changed when the USA detonated two atomic bombs on Japan. Korea was freed from Japan. N.K, CCP and the Soviet Union all invaded S.K shortly afterwards. With the assistance of US and UN soldiers, we were able to avoid communism. The tremendous quantity of economic and military help supplied by the United States contributed to economic progress. There was an IMF crisis. Four past Presidents were imprisoned. Yoon Suk Yeol, the incumbent president, has been impeached.

Following the Korean War, tensions in the international community have risen. These include the Vietnam War, the fall of the Berlin Wall, the dissolution of the Soviet Union, the end of the Cold War era, the 9/11 terrorist attacks, the global financial crisis, the US-China conflict, the Russia-Ukraine war, the Israel-Hamas war, Putin's nuclear war remarks, and Xi Jinping's theory of military unification in Taiwan, which spread the theory of a World War III crisis.

This was true 100, 200 years ago. Yuan Shikai of the Qing Dynasty had contempt for King Gojong of the Joseon Dynasty. Korea was unaware that Mao, Stalin, and N.K Kim had invaded S.K. The UK Navy had illegally occupied Geomundo Island for two years 130 years ago. Koreans have no interest in CCP fishing boats illegally fishing in the West Sea, which is under our control, or CCP and Russian military jets breaching the Korean Air Defense Identification Zone in the East Sea without permission. This is because Koreans lack a sense of ownership.

When the USA proclaimed the Acheson Line in January 1950, the N.K mob attacked the S.K using force. The USA seems to unveile the New Acheson Line. What are the Korea's counter-measures? I wonder if Koreans have any countermeasures. I don't believe any Koreans, politicians, or troops are interested in it at all. Cause they've been living like that. Unfortunately, Korea is a country where a vicious circle perpetuates itself.

Suddenly, Machiavelli is recalled. "The condition alternates between order and anarchy. Competence breeds quiet, which promotes indolence. Indolence creates disorder, which breeds devastation and destruction. Similarly, order emerges from the wreckage, followed by authority and competence, and eventually fame and prosperity.
